<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />financial assistance is provided to localities for undertaking and carrying out community
<br />development activities, including the execution of urban renewal projects; and
<br />
<br /> WHEREAS, said urban renewal projects must be approved by the governing body of
<br />the locality in which the project is situated and that such approval must include findings
<br />by the governing body that: (1) the Urban Renewal Plan will afford maximum opportunity,
<br />consistent with the sound needs of the locality as a whole, for redevelopment of the urban
<br />renewal area by private enterprise; and (2) the Urban Renewal Plan conforms to the general
<br />plan for the development of the locality as a whole; and
<br />
<br /> WHEREAS, an Urban Renewal Plan, identified as the Southside II Redevelopment Plan
<br />(hereinafter referred to as the "Plan"), dated December, 1974, and consisting of ~4 pages
<br />and two exhibits, has been referred to this council for review and approval; and
<br />
<br /> WHEREAS, the Plan for the urban renewal project identified as the Southside II Redevelo
<br />ment P~o~e~t, (hereinafter called the "Project") encompasses the area as described in
<br />the attached boundary description in the City of Portsmouth, State of Virginia (hereinafter
<br />called the "Locality',); and
<br />
<br /> WHEREAS, detailed studies of the location, physical condition of structures, land
<br />use, environmental influences, and social, cultural, and economic conditions of the project
<br />area have been made and it has been determined that the area is blighted, deteriorated,
<br />or deteriorating and that conditions in the area are detrimental and a menace to the safety,
<br />health, and welfare of the inhabitants and users thereof and of the City of Portsmouth
<br />at large, because of the following: There are 32 structures within the project area.
<br />The study of the area revealed that 26 or 81% are structurally substandard to a degree
<br />requiring clearance and cannot be economically renovated. Further, this blighted, deteri-
<br />orated or deteriorating area is detrimental to the safety, health, morals and welfare
<br />of the community because of dilapidation and basic environmental deficiencies such as,
<br />overcrowding or improper location of structures on the land; incompatible land use rela'
<br />obsolete building types, inadequate parking and the dilapidation of auxiliary structures
<br />in rear yards which together with accumulation of debris produces a deleterious effect
<br />in some areas of the project; and the members of the Council are aware of these facts and
<br />conditions; and
<br />
<br /> WHEREAS, the Plan has been approved by the Board of Commissioners of the Portsmouth
<br />Redevelopment and Housing Authority; and
<br />
<br /> WHEREAS, a general plan has been prepared and is recognized and used as a guide for
<br />the general development of the City of Portsmouth as a whole; and
<br />
<br /> BfHEREAS, the Plan for the project area prescribes certain land uses and will require,
<br />among other things, changes in zoning, the vacating and removal of streets, alleys, and
<br />other public ways, the establishment of new street patterns, the location and relocation
<br />of sewer and water mains and other public facilities, and other public actions; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority (hereinafter referred
<br />to as the "Authority") has prepared and submitted a program for the relocation of individuals
<br />and families who will be displaced by project activities pursuant to the Plan; and
<br />
<br /> ¥~EREAS, there have also been presented to this Council information and data respecting
<br />the relocation program which has been prepared by the Authority from studies, surveys,
<br />and inspections of the project area; and
<br />
<br /> WHEREAS, it is necessary that this Council take
<br />the relocation program and the Plan for the Project,
<br />financial assistance under the Housing and Community
<br />
<br />appropriate official action respecting
<br />in conformity with the contract for
<br />Development Act of 1974; and
<br />
<br /> ;~EREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, including those prohibiting discrimi-
<br />nation because of race, color, creed, sex or national origin:
<br />
<br />NOW, TttEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br /> 1. That it is hereby found and determined that the Project is a blighted,
<br />or deteriorating area and qualifies as an eligible project area under Sections
<br />36-49.1, et. seq., of the Code of Virginia (19S0) as amended.

<br />plan of the City of Portsmouth, and approved by the City Council to the extent necessary
<br />to coincide with the provisions of said Plan, are hereby revised for that section of the
<br />City covered by the Redevelopment Plan for the Southside II Redevelopment Project, to reflec~
