December 17, 1974 <br /> <br /> W~EREAS, the Plan for the pro~ect area prescribes certain land uses and will require, <br />among other things, changes in zoning, the vacating and removal of streets, alleys, and <br />other public ways, the establishment of new street patterns, the location and relocation of <br />sewer and water mains and other public facilities, and other public actions; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority (hereinafter referred to as <br />the "Authority") has prepared and submitted a program for the relocation of individuals and <br />families who will be displaced by project activities pursuant to the Plan; and <br /> <br /> WHEREAS, there have also been presented to this Council information and data respecting <br />the relocation program which has been prepared by the Authority from studies, surveys, and <br />inspections of the project area; and <br /> <br /> WHEREAS, it is necessary that this Council take appropriate official action respecting <br />the relocation program and the Plan for the Project, in conformity with the contract for finan <br />cid assistance under the Housing and Community Development Act of 1974; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />of the Housing and Community Development Act of 1974, including those prohibiting <br />nation because of race, color, creed, sex or national origin: <br /> <br />provisions <br />discrimi- <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That it is hereby found and determined that the Project is a <br />or deteriorating area and qualifies as an eligible project area under <br />49.1, et. seq., of the Code of Virginia (1950) as amended. <br /> <br />blighted, deteriorated, <br />Sections 36-49 and 36- <br /> <br /> 2. That the Plan for the Prooect, having been duly reviewed and considered, is hereby <br />approved, and the City Clerk be, and he is hereby directed to file said copy of the Plan with <br />the minutes of this meeting. <br /> <br /> 3. That it is hereby found and determined that the objectives of the Plan cannot be achi <br />through more extensive rehabilitation of the project area. <br /> <br /> 4. That it is hereby found and determined that the City's current plans for land uses, <br />thoroughfares and community facilities, including those shown on the latest approved general <br />plan of the City of Portsmouth, and approved by the City Council to the extent necessary to co <br />incide with the provisions of said Plan, are hereby revised for that section of the City <br />covered by the Redevelopment Plan for the Southside IRedevelopment Project, to reflect the pror <br />posal for land uses, thoroughfares and community facilities shown in said Redevelopment Plan. <br /> <br />~ved <br /> <br /> S. That it is hereby found and determined that the Plan for the project area will afford <br />maximum opportunity consistent with the needs of the City of Portsmouth as a whole, for the re <br />building of the area by private and/or public enterprise. <br /> <br /> 6. That it is hereby found and determined that the program for the relocation of indi- <br />viduals and families who are displaced by project activities is feasible and can be reasonably <br />and timely effected to' permit the proper prosecution and completion of the Project; and that <br />such safe, decent and sanitary dwellings or dwelling units available or to be made available <br />to such displaced individuals and families are at least equal in number to the number of displ <br />individuals and families; are not generally less desirable with regard to public utilities and <br />public and commercial facilities than the dwellings of the displaced individuals and families <br />in the project area; are available at rents or prices within the financial means of the displa <br />individuals and families, and are reasonably accessible to their places of employment. <br /> <br /> ?. That, in order to implement and facilitate the effectuation of the Plan hereby approv <br />it is found and determined that certain official actions, as required, must be taken by this <br />Council with reference, among other things, to changes in zoning, the vacating and removal of <br />streets, alleys,, and other public ways, the establishment of new street patterns, the location <br />of sewer and water mains and other public facilities, and other public actions, and, according <br />ly, this Council hereby (a) pledges its cooperation in the execution of the Plan; (b) requests <br />the various officials, departments, boards, and agencies of the City of Portsmouth having ad- <br />ministrative responsibilities likewise to cooperate to such end and to exercise their respec- <br />tive functions and powers in a manner consistent with the Plan; and (c) stands ready to <br />consider and take appropriate action upon proposals and measures designed to effectuate the <br />Plan." <br /> <br />Ayes: Barnes, <br />Nays: None <br /> <br /> 74-516 - Consideration <br />bility of relocation for the <br /> <br /> Early, Elliott, Holley, Oast, Wentz, Davis <br /> <br />of a resolution approving the redevelopment <br />Southside II Redevelopmen.t Project. <br /> <br />plan and the feasi- <br /> <br /> This redevelopment project provides for clearance of blight, public improvements, and <br />re-use of the land for commercial and job-related facilities.
