<br />Failure to achieve professional progress and advancement in accordance with
<br />reasonable and definitive criteria established by the civil service commission
<br />and set forth in its rules and regulations; provided, however, that such failure
<br />must be a personal failure of the employee and not one directly caused by
<br />conditions beyond the control of the employee; provided, further, that no per-
<br />son shall be disciplined under this rule unless and until he is given adequate
<br />written notice of his deficiencies and a reasonable time to correct them.

<br /> 74-515 - "Consideration of a resolution approving the redevelopment plan and the
<br />feasibility of relocation for the Southside I Redevelopment Project.
<br />
<br /> This redevelopment project provides for clearance of blight and the re-use of the
<br />cleared land for residential purposes. The City Manager recommends approval of this
<br />resolution."

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />~'A RESOLUTION APPROVING THE REDEVELOPMENT PLAN AN~ THE FEASIBILITY RELOCATION-
<br />FOR THE SOUTHSIDE I REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />financial assistance is provided to localities for undertaking and carrying out community
<br />development activities, including the execution of urban renewal projects; and
<br />
<br /> Ifi-LEREAS, said urban renewal projects must be approved by the governing body of the
<br />locality in which the project is situated and that such approval must include findings
<br />by the governing body that: (1) the Urban Renewal Plan will afford maximum opportunity,
<br />consistent with the sound needs of the locality as a whole, for redevelopment of the urban
<br />renewal area by private enterprise; and (2) the Urban Renewal Plan conforms to the general
<br />plan for the development of the locality as a whole; and
<br />
<br /> WHEREAS, an Urban Renewal Plan, identified as the Southside I Redevelopment Plan (herein
<br />after referred to as the "Plan"), dated December, 1974, and consisting of 13 pages and two
<br />exhibits, has been referred to this council for review and approval; and
<br />
<br /> B~EREAS, the Plan for the urban renewal project identified as the Southside I Redevelop-
<br />ment Project, (hereinafter called the "Project") encompasses the area as described in the
<br />attached boundary description in the City of Portsmouth, State of Virginia (hereinafter
<br />called the "Locality"); and
<br />
<br /> WHEREAS, detailed studies of the location, physical condition of structures, land
<br />use, environmental influences, and social, cultural, and economic conditions of the project
<br />area have been made and it has been determined that the area is blighted, deteriorated,
<br />or deteriorating and that conditions in the area are detrimental and a menace to the safety,
<br />health, and welfare of the inhabitants and users thereof and of the City of Portsmouth
<br />at large, because of the following: There are 40 structures within the project area.
<br />The study of the area revealed that33 or 82% are structurally substandard to a degree re-
<br />quiring clearance and cannot be economically renovated, Further, this blighted, deteriorated
<br />or deteriorating area is detrimental to the safety, health, morals and welfare of the com-
<br />munity because of dilapidation and basic environmental deficiencies such as, overcrowding
<br />or improper location of structures on the land; incompatible land use relationships, obsolete
<br />building types, inadequate parking and the dilapidation of auxiliary structures in rear
<br />yards which together with accumulation of debris produces a deleterious effect in some
<br />areas of the project; and the members of the Council are aware of these facts and conditions:
<br />and

<br /> WHEREAS, the Plan has been approved by the Board of Commissioners of the Portsmouth
<br />Redevelopment and Housing Authority; and
<br />
<br /> ~EREAS, a general plan has been prepared and is recognized and used as a guide for
<br />the general development of the City of Portsmouth as a whole; and
