31 <br /> <br />December 17, 1974 <br /> <br /> On motion of Mr. Wentz and seconded Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE SENSE OF COUNCIL RELATIVE TO THE PORTSMOUTH <br />PARKING AUTHORITY. <br /> <br /> WHEREAS, the Municipal Finance Commission has recommended that the Portsmouth <br />Parking Authority be abolished; and <br /> <br /> WHEREAS, said commision has further recommended that all functions of the Parking <br />Authority be transferred to the City administration and be under the supervision and <br />control of the city manager; and <br /> <br /> IFHEREAS, the commission has also recommended that a commissioner be established <br />to assist the City Council in formulating policy for the operation of parking facilities. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the Council specifically urges the General Assembly of Virginia to enact <br />legislation in the forthcoming 1975 session to abolish the Portsmouth Parking Authority <br />and to permit the City of Portsmouth to assume all obligations and liabilities of such <br />authority and to receive all property and assets of the authority. <br /> <br /> 2. That the City of Portsmouth hereby formally commits itself to carry out and fulfill <br />all existing contracts and undertakings to which the Portsmouth Parking Authority is a <br />party. <br /> <br /> 3. That the City of Portsmouth will hereafter perform all functions and supply all <br />services which would otherwise be provided by the Parking Authority. <br /> <br /> 4. That the City Attorney be, and he hereby is, directed to prepare the draft legisla~ <br />tion necessary to achieve the aforesaid objectives and to transmit the same to the General <br />Assembly of Virginia for enactment into law.': <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 74-534 Motion of Mr. Barnes and seconded by Mr. Wentz, to go into the election of <br />members to the following Boards and Commission, was adopted by unanimous vote. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, to nominate the following persons <br />to the Boards and Commissions~ was adopted by.unanimous vote: <br /> <br />Highway Safety Commission <br /> <br />David E.
