NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the council does hereby exoress its vehement opposition to the work release program
<br />as presently organized and administered, and the Council most strongly urges responsible
<br />state officials immediately to terminate such program.
<br />
<br /> BE IT FURTHER RESOLVED that this Council is opposed to any subsequent reinstatement
<br />of said program, unless the most stringent safeguards are included to prevent participation
<br />by violent and dangerous criminals in such program.
<br />
<br /> BE IT FURTHER RESOLVED that Council does hereby express, on behalf of the members
<br />of this community, their opposition to being used as "guinea pigs" in experiments in
<br />the area of criminal corrections and in particular to such programs which pose a danger
<br />to the community.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized and
<br />directed to forward certified copies of this resolution to the Office of the Governor,
<br />the Director of the Virginia Department of Corrections, all legislators representing
<br />the City of Portsmouth and other responsible state officials; the City Manager is further
<br />authorized and directed to meet, communicate and confer with responsible state officials
<br />as may be necessary or prudent from time to time in order to keep such officials apprised
<br />of the concerns of this Council for the safety and welfare of this community."

<br /> Motion of Mr. Oast and seconded by Mr. Wentz, the matter to be referred to the City
<br />Manager, with a copy of the minutes of previous meeting regarding same, was adopted by
<br />unanimous vote.
<br />
<br /> 74-533 - "Consideration of a resolution requesting a change in the legislation which
<br />created the Portsmouth Parking Authority."
<br />
<br />The following letter from the Municipal Finance Commission was presented:
<br />
<br /> "The Municipal Finance Commission at its regular meeting held on September 18, 1974,
<br />appointed a subcommittee to review the Portsmouth Parking Authority's financial and operating
<br />activities. A thorough investigation has been conducted which involved current income data,
<br />debt service costs and other related operational costs.
<br />
<br /> On November 20, 1974, the special subcommittee assigned to review
<br />activities presented its findings to this Commission. Upon receipt o£
<br />&iscussion by the members the following recommendations to City Council
<br />
<br />the Parking Authority'
<br />this report and
<br />were adopted:
<br />
<br /> The Municipal Finance Commission as a result of a thorough investigation involving
<br />examination of current income data, debt service costs and other related operational costs
<br />submit the following recommendations for your consi&eration:
<br />
<br />The Portsmouth Parking Authority be abolished and all functions be placed
<br />under City management control with a further proposal that a Commission
<br />be established to assist and advise the Council in this control.
<br />
<br />That the rates charged for the various parking spaces be reviewed and
<br />adjusted as required, with special emphasis on the Edinburgh Square ramp.
<br />It.is recommended that the rate for level 3 of the ramp be adjusted to 38.
<br />
<br />That some type of security surveillance be established for the Edinburgh
<br />Square ramp.
<br />
<br />4. That the available parking facilities be advertised in some manner to all
<br /> persons working in the downto~m area.
<br />
<br />Cther matters discussed and evaluated include requests for special parking, lease
<br />of areas to other governmental departments, and lack of activity on the part of the Parking
<br />Authority. The Commission, of course, realizes the importance of these matters but believes
<br />that this should properly be handled under the provisions of recommendation number 1 above.
<br />
<br /> It is the understanding of this Commission that if legislation is enacted for recommend~
<br />tion #1 that it will not become effective until July 1, 1975. However, it is the unanimous
<br />opinion of this Commission that recommendations 2, 3, and 4, should they meet with your
<br />approval, be implemented as soon as possible."
