<br />(hereafter ,'BUs Company"); and
<br />
<br /> WHEREAS, the existing appropriation, whereby the City of Portsmouth subsidizes the
<br />operating expenses of the Bus Company, expires on December 31, 1974; and
<br />
<br /> WHEREAS, it has been the understanding of Council that TTDC planned to acquire facilities
<br />and begin operation of mass transit services on a regional basis by January 1, 1975; and
<br />
<br /> WHEREAS, the improved equipment, scheduling and overall operation planned by TTDC
<br />would serve to halt the present decline in ridership experienced by the Bus Company; and
<br />
<br />WHEREAS, the effects of a decline in ridership might be difficult to reverse.
<br />
<br /> NOW, THEREFORE, BEFIT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it is the desire of Council that TTDC acquire the assets of the Bus Company immediately
<br />and commence operation of regional mass transit services as soon after January 1, 1975
<br />as is possible, but no later than February 1, 1975.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized and
<br />directed to communicate the desires of this council and forward a copy of this resolution
<br />to the Executive Director of TTDC.'~

<br /> 74-525 - "Consideration of an ordinance on first reading to appropriate $100,000 from
<br />the Capital Improvements Fund for the bulkhead repairs on Crawford Parkway.
<br />
<br /> On June 14, 1974, City Council authorized funds for the engineering study and design
<br />for the necessary repairs to the Crawford Parkway bulkhead. Bids have been received on the
<br />engineering specifications from 5 bidders, with Luke Construction Company being the low
<br />bidder at $76,711. This appropriation includes the low bid contract price, contingencies,
<br />and engineering inspection. The City Manager recommends adoption of this ordinance on first
<br />reading."

<br /> On mo~ion of Mr. Oast and seconded by Mr. Wentz, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR REPAIRS ON THE BULKHFL~D ADJACENT TO CRAWFORD PARKWAY."
<br />
<br /> 74-526 - "Consideration of an ordinance on first reading to appropriate $15,150 from
<br />the Capital Improvement Fund for drainage impzovements south of Victory Boulevard near
<br />Francis Street.
<br />
<br /> This project was authorized as part of the curb and gutter program for 1973-74 and bids
<br />havm been received for this project. William Van Trucking Company was low bidder at $?,401.
<br />This appropriation includes the low bid contract price, material price (City furnishing
<br />material), contingencies, engineering and inspection. The City Manager recommends adoption
<br />of this ordinance on first reading."

<br /> On motiQn of Mr. Barnes and seconded by Mr. Elliott, the following o~dinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $15,150 FROM THE GENE~RL CAPITAL IMPROVEMENT FUND
<br />FOR DRAINAGE IMPROVEMENTS SOUTH OF VICTORY BOULEVARD NEAR F~NCIS STREET."

<br /> ?4-527 "Consideration of an ordinance on first reading to appropriate $15,000 from
<br />the General Revenue Sharing Trust Fund in the category of streets and highways for completion
<br />of street improvements on City Park Avenue.
<br />
<br /> The contract for the original street improvements to City Park Avenue was authorized
<br />and appropriated from the General Revenue Sharing Trust Fund, Entitlement IV. This appro-
<br />priation which provides the balance of the funds for this project will be funded from
<br />Entitlement IV of Revenue Sharing. The City Manager recommends adoption of this ordinance
<br />on first reading."

<br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />Park Avenue. Th~ City Manager recommends adoption of this ordinance on first reading.'~
