Included in the funding sources for this one-year work program are Entitlement IV <br />and Entitlement V Revenue Sharing Funds, private funds, and capital bond proceeds. Attached <br />is a copy of the letter from the Municipal Finance Commission recommending adoption of the <br />1974-75 work program. %he City Manager recommends approval of this resolution.~ <br /> <br /> Letter from Municipal Finance Commission: <br /> <br /> "The Portsmouth Municipal Finance Commission at its regular monthly meeting on Wednesday <br />November 20, 1974, was presented the Capital Improvements Work Program for 1974F%Ef The <br />projects and funding sources included in the work program were reviewed by this Commission <br />and the following recommendation was made: <br /> <br /> 'The Municipal Finance Commission concurs with the recommendations made by the City <br />Manager in his letter of November 20, 1974, to the Municipal Finance Commission and further <br />recommends the funding level of S million dollars in General Obligation Bonds for 1974~YEJ' <br /> <br /> It is the understanding of this Commission that many of the programs included in this <br />1 year work program have previously been committed and some projects were not included in <br />the 1972¥~TCapital Improvements Program. <br /> <br /> At a special meeting of this Commission held on October 9, 1974, Engineering priorities <br />for drainage, curbs, gutters, and street improvements were presented. This Commission concur <br />in this procedure in establishing the priorities for capital improvement projects. Also, <br />it is our recommendation, based on available funding, that projects in this category be <br />implemented using the priorities established by the City's Engineering Department." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS WORK PROGP~M <br /> <br />for <br /> <br />and <br /> <br />and <br /> <br />WHEREAS, the City Manager has submitted to Council the Capital <br />1974-75; and <br /> <br />WHEREAS, <br /> <br />FOR 1574-75. <br /> <br /> Improvements Work Progra~ <br /> <br />the Municipal Finance Commission has reviewed said program and endorsed it; <br /> <br />WHEREAS, this Council has considered the program and finds it to be in proper form <br />expressive of Council policies in regard to necessary capital improvements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, <br />that the aforesaid Capital Improvements Work Program for 1974-?S be, and the same hereby <br />is, approved and adopted." <br /> <br /> Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br /> Nays: Holley <br /> <br /> 74-524 "Consideration of a resolution expressing the sense of Council concerningTthe <br />time for commencement of the Tidewater Transportation District Commission's mass transit <br />operations in the City of Portsmouth. <br /> This resolution expresses the sense of Council that the Tidewater Transportation Dis- <br />trict Commission should immediately acquire the Community Motor Bus system and undertake <br />operation of that system as soon as possible after January 1, but no later than February 1, <br />197S. The City Manager recommends approval of this resolution." <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE SENSE OF COUNCIl CONCERNING THE TIME FOR COMMENCEMENT <br /> OF THE TIDEWATER TRJtNSPORTATION DISTRICT CO~ISSION'S ~4ASS TRANSIT OPERATIONS IN <br /> THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Tidewater Transportation District Commission (hereafter "TTDC") by its <br />resolution number 10-74, authorized the purchase of the Community Motor Bus Company, Inc. <br /> <br /> <br />
