<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the Virginia Department of Highways and Transportation is urged to approve the plan of the
<br />proposed relocation of the proFosed Western Freeway to the south as dra~,.m on Preliminary
<br />Map Roll No. 12189, Route 164, Western Freeway, Project No. 0164-124-i02, PE-101.

<br />to the Virginia Deoartment of Highways and Transportation."

<br /> 75-21 - "Consideration of a resolution requesting that the Virginia Department of High-
<br />ways and Transportation approve construction plans for the proposed West Norfolk Bridge to
<br />include a complete substructure for a 4-lane bridge, and superstructure of steel and pre-
<br />stressed concrete beam for a 2-lane bridge.
<br />
<br /> This resolution indicates the Council's approval of construction of a 2-lane bridge
<br />superstructure only if the substructure is constructed for ultimate 4-1ane usage. Based on
<br />estimates furnished by the Virginia Department of Highways, this can be accomplished within
<br />the budget of the Highway Department's 10-year plan. The City Manager recommends approval."

<br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was
<br />adopted, and by the following vote:

<br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION
<br />TO APPROVE CONSTRUCTION PLANS FOR THE PROPOSED WEST NORFOLK BRIDGE TO INCLUDE A
<br />COMPLETE SUBSTRUCTURE FOR A FOUR LANE BRIDGE AND A SUPERSTRUCTURE OF STEEL OR
<br />PRESTRESSED CONCRETE BEAM FOR A TWO LANE BRIDGE; AND DIRECTING THE CITY ~P\NAGER
<br />TO FORWARD THIS RESOLUTION TO THE VIRGINIA DEPARTY~_,[ENT OF HIGHWAYS AND TRANSPORTA-
<br />TION.

<br /> WHEREAS, the Virginia Department of Highways and Transportation has proposed certain
<br />concepts of developmenn plans to the City of Portsmouth for the construction of the West
<br />Norfolk Br~e;

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the Virgini~
<br />Department of H~hways and Transportation is urged to aoorove a construction plan for the
<br />proposed West Norfolk Bridge to include a complete substructure for a four lane bridge and
<br />superstructure of steel or prestressed concrete beam for a two lane bridge.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager is directed to forward this resolution
<br />to the Virginia Department of Highways and Transportation."

<br /> 75-22 - "Consideration of a resolution committing the City of Portsmouth to pay 1/3 of
<br />the salaries of the Jail Physician, Registered Nurses and pharmaceutical costs, with the
<br />Commonwealth of Virginia paying the remaining balance inccompliance with normal procedures
<br />authorizing City Manager to do whatever is necessary to meet said commitment.
<br />
<br /> This resoluiton will authorze the City Manager to restore Jail Physician services which
<br />have been stopped by the resignation~of the Jail Physician, the respresentatives of the
<br />Department of Corrections have made the recommendation on which the resolution is based.
<br />The City Manager recommends approval of this resolution."

<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution was adopted~
<br />and by the following vote:

<br />"A RESOLUTION COMMITTING THE CITY OF PORYSMOUTH TO PAY ONE-THIRD OF THE SALARIES
<br />OF THE JAIL PHYSICIAN, REGISTERED NURSES AND PF~R~iACEUTiCAL COSTS, WITH THE
<br />COlvE4ON~C[EALTH OF VIRGINIA PAYING THE RE~,iAINING BALANCE IN COMPLIANCE WITH NORU3~L
<br />PROCEDURES, AUTHORIZING THE CiTY I~NAGER TO DO WHATEVER IS NECESSARY TO MEET SAID
<br />C O~,iM t TMENT.

<br /> WHEREAS, it is necessary to provide adequate medical servzces ~o mnmates of the Por~smou~a
