<br />"A RESOLUTION REQUESTING THE VIRGINIA COMMISSION OF OUTDOOR RECR~ITION TO
<br />ENDORSE AN APPLICATION OF THE CITY OF PORTSMOUTH FOR THE DEVELOPMENT OF A
<br />SS ACRE TRACT DESIGNATED AS CHURCHLAND PARK; AND AUTHORIZING AND DIRECTING
<br />THE CITY ~,~NAGER TO MAKE SAID APPLICATION.
<br />
<br /> WFLEREAS, the City of Portsmouth purchased 35 acres in Churchland in 1968 with an Open
<br />Space Grant for SIS0,000.; and
<br />
<br /> WHEREAS, Grant regulations require said acres to be utilized for park and recreational
<br />use for a minimum of 20 years; and
<br />
<br /> WHEREAS, an application has been made to the Virginia Commission of Outdoor Recreation
<br />for funds to develop said 35 acres.
<br />
<br /> NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the Virginia Commission of Outdoor Recreation is urged to endorse an application of the City
<br />of Portsmouth for the development of a 35 acre tract designated as Churchland Park.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager is authorized and directed to make said
<br />application."

<br /> 75-18 - "Consideration of a resolution authorizing the City Manager to apply for a
<br />permit from the Virginia Department of Highways to install a 12-inch reinforced concrete
<br />storm drain in the right-of-way of 1-264 south of South Street between Godwin Street and
<br />Des Moines Avenue, and to sign a bond in the amount of $1,000 for said project.
<br />
<br />The City Manager recommends approval of this resolution."

<br /> On motion of Mr. Elliott and seconded by Mr. Early, the following resolution was adopted
<br />and by the following vote:

<br />~A RESOLUTION DIRECTING THE CITY ~ANAGER TO APPLY FOR A PERMIT FROM THE VIRGINIA
<br />DEPARTMENT OF HIGHWAYS TO INSTALL A 12" REINFORCED CONCRETE STOP~\~ DRAIN IN THE
<br />RIGHT OF WAY OF 1-264 SOUTH OF SOUIH STREET BETWEEN GODWIN STREET AND DES MOINES
<br />AVENUE, AND TO SIGN A BOND IN THE AMOUNT OF $1,000. FOR SAID PROJECT.
<br />
<br /> WHEREAS, it becomes necessary from time to time for the City of Portsmouth to obtain
<br />permits from the Virginia Department of Highways to install, construct, reconstruct, main-
<br />tain and operate certain public works along, across, over and upon the highway system of
<br />Virginia; and
<br />
<br /> WHEREAS, expense, damage or injury may be sustained by the Commonwealth of Virginia
<br />growing out of the granting to said City of Portsmouth by the Virginia Department of Highways
<br />of said permits for the work aforesaid; and
<br />
<br /> WHEREAS, one of the conditions of such permit or permits is
<br />shall indemnify the Commonwealth of Virginia against all damages
<br />ways and bridges and to property lawfully upon such highways.

<br />the right of way of 1-264 south of South Street between Godwin Street and Des Moines Avenue
<br />and to sign a bond in the form attached hereto in the amount of One Thousand and 00/100 ($1,
<br />Dollars, rom the hereinabove mentioned project."

<br />WESTERN FREEWAY, PROJECT NO. 0164-124-102, PE-12t; AND DIRECTING THE CITY M~NAGER
<br />TO FORWARD SAiD RESOLUTION TO THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION.
<br />
<br /> WHEREAS, the requested relocation of the proposed Western Freeway is important for the
<br />development of an industrial tract;
