January 14~ 1975 <br /> <br /> ?5-23 - ~'The resolution attached expresses a commitment by the Council of approval <br />in principle to commit additional funds up to $200,000 from General Revenue Sharing Funds <br />~o be utilized for expansion of the Naval Shipyard Museum, subject to receipt of matching <br />funds from the State of Virginia. <br /> <br /> The resolution describes that the expenditure shall be accomplished in accordance with <br />procedures to be drafted by the Manager comparable to procedures now in existence governing <br />the construction oF Portsmouth schools~ with the City of Portsmouth acting as fiscal agent <br />for the project. The Municipal Finance Commission has recommended this action. <br /> <br /> In addition to the topic of this resolution, I am taking this <br />you that the staff and i intend to recommend some level of funding <br />Budget for the Fine Arts Center Project in the old Court House. <br /> <br />opportunity to advise <br />in the 1975-76 Capital <br /> <br /> While we cannot be specific about the level of funding, it is my intention to propose <br />some matching formula of funds to be derived by public subscription, gifts of benevolent <br />foundations, and/or monies from the State of Virginia. It should be noted that Revenue <br />Sharing funds cannot be matched with other Federal programs. <br /> <br /> It is my hope that the citizens will support the City Council in its efforts to provide <br />facilities to house cultural and educational improvements which are so obviously needed. <br />The members of the Museum and Fine Arts Commission have been working most energetically <br />toward enlarging the Museum and creating the Fine Arts Center, and should be commended for <br />their efforts. <br /> <br />The Office of the City Manager strongly recommends adoption of the resolution.': <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted~ <br />and by the following vote: <br /> <br />~A RESOLUTION EXPRESSING SUPPORT OF PORTSMOUTH CITY COUNCIL FOR THE PROPOSED EX- <br />PANSION OF THE NAVAL SHIPYARD MUSEUM. <br /> <br /> ~%~EREAS, the Museum and Fine Arts Conmission has initiated plans for expansion of the <br />Naval Shipyard Museum; and <br /> <br /> ~EREAS, the Municipal Finance Commission has reviewed this proposal and approved it; <br />and <br /> <br /> ~FHEREAS, City Council has previously appropriated SS0,000. to fund expansion of the <br />museum and desires to continue its efforts in support of this worthy endeavor. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it hereby expresses its support for expansion plans for the Naval Shipyard Museum. <br /> <br /> BE IT FURTHER RESOLVED that City Council also approves in principle the commitment <br />of an additional sum up to $200,000. from the General Revenue Sharing Funds to be utilized <br />for such expansion, subject to receipt of matching funds from the State of Virginia. <br /> <br />BE I~ FURTHER RESOLVED that the expenditure of funds for museum expansion shall be <br />accomplished in accordance with procedures to be hereafter promulgated by the City Manager <br />~which shall be comparable to procedures no~ in existence governing the construction of Ports~ <br /> mouth schools, with the City of Portsmouth acting as fiscal agent for such project." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-24 ~'Consideration of a motion authorizing the City Assessor to refund S790.76 <br />in real estate taxes that were erroneously assessed. <br /> <br /> $60i.76 is to be refunded to <br />Road, Section 3, ~apt 444~ Parcel <br />was dedicated as a street in 1969 <br /> <br />Mortgage Unlimited, Inc., for property located on Dunedin <br />47. This refund is necessary since the subject property <br />and no deed of dedication was recorded. <br /> <br /> $189.00 is to be refunded <br />Map 28, Parcel 30. This refund is necessary <br />from building depreciation from a work sheet <br />approval of this motion. <br /> <br />for property designated as Lots 131 and 132 on Linden Avenue, <br /> to correct an error made in transferring figures <br /> to the final card. The City Assessor recommends <br /> <br /> Motion of Mr. Hoiley.and seconded by Mr. <br />8% innerest. <br /> <br />Elliott, to refund amount as requested, plus <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Wentz, to concur in the recommen- <br />dation of the City Assessor, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Early~ Elliott, Oast, Wentz, Davis <br />Nays: holtey <br /> <br /> 75-25 ~'Consideration of a motion authorizing the City_Manager to execute a contract <br />with the Virginia Deoartment of Highways on the relocation of a sewer main and gravity line <br />for the West Norfolk Bridge Project. <br /> <br /> This authorization commits the City to 1S% of the cost of the relocation of the sewer <br />main and 100% of the cost of the relocation of the gravity sewer. The City Manager recom- <br />mends approval." <br /> <br /> <br />
