January 14. 1975 <br /> <br /> Renovation of the two pumping stations is in the current Capital Improvement Work Program <br />for 1974-75. However, rebulilding is less costly than renovation to comply with State regula- <br />tions. The Director of Utilities will submit a detailed cost breakdown for the total appro- <br />priation at the time of its second reading when the award of the construction contract is <br />presented. The City Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $264,0D0 FROM THE~GENERAL CAPITAL IMPROVEMENT FUND <br />FOR THE CONSTRUCTION OF THE DEKALB AYENUE PUMPtN~ STATION AND THE~ GREENWOOD DRIVE <br />EAST PUMPING STATION." <br /> <br /> 75-14 "Consideration of an ordinance on first reading to <br />Capital Improvement Fund for completion of capital improvements <br />and Cherokee Park, Section 3. <br /> <br />appropriate $7,850 from the <br />in West Park Homes, Section 9, <br /> <br /> The funds for these capital improvements will be provided to the City by the developer <br />in lieu of forfeiture of subdivision bond. The City has received payment from the developer <br />for the total amount of this appropriation. The City Manager recommends adoption of this ordi <br />nanace on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $7,850 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR <br />COMPLETION OF CAPITAL IMPROVEMENTS IN WEST PARK HOMES, SECTION 9 AND CHEROKEE PARK." <br /> <br /> 75-1S "Consideration of an ordinance on first reading to appropriate $218,114 from the <br />General Fund for the Public Service Employment Program. <br /> <br /> This appropriation is an additional allocation under Title II of the Comprehansive <br />E~ployment Program. <br /> <br /> This appropriation is an additional allocation under Title II of the Comprehensive Employ <br />merit and,~raining. Act of 1973. The purpose of this program is to provide public service em- <br />ployment to unemployed and/or underemployed citizens who reside within census tracts designate~ <br />by the Department of Labor. These funds, provided by the State Highway Safety <br />Division, will allow supplementary data collection in Portsmouth and continued collection <br />of ~eces~a~y~da~R within the City of Suffolk. Matching funds for this program consist of <br />in-kin~ contributions. The City Manager recommends adoption of this ordinance on first <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following o~dinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9,035 FROM THE FEDERAL GRANTS FUND FOR CONTINUATION <br />OF THE PORTSMOUTH/SUFFOLK ALC~SDLSAFETY ACTION PROGRAM FEASIBILITY STUDY." <br /> <br /> 75-17~.-~ ~The attached resolution is submitted for your consideration and I recommend <br />its adoption. This resolution will authorize the City to make application to the Virginia <br />Commission of Outdoor Recreation to develop the 35-acre tract adjacent to Merrifields School <br />to be desigzhated Churchland Park. This property was purchased in 1968 with funds acquired <br />through an Open Space Grant. The grant requmres that the property be utilized for oark and <br />recreational uses for a minimum of twenty years following the date of purchase. <br /> <br /> When totally developed, the project will include picnic areas, tennis courzs~ bike trails <br />sof%baii fields, a play lot, and appropriate support facilities~ snch as roads, parking areas <br />and utilities.
