Januarv 28. 1975 <br /> <br /> 7S-SS - The following letter received from Chairman of Portsmouth Parking Authority was <br />presented: <br /> <br /> "The Portsmouth Parking Authority met on January 7, 1975 to consider the recommendations <br />that were previously made to the City Council by the Municipal Finance Commission. <br /> <br /> The following items were considered by the Portsmouth Parking Authority and the actions <br />taken were as follows: <br /> <br />A. ABOLISHMENT OF PARKING AUTHORITY AND THE ESTABLIS~4ENT OF A PARKING <br /> COMMISSION TO ASSIST AND ADVISE THE CITY COUNCIL. <br /> <br />A motion was made and <br />all members endorsing <br />December 12, 1974. <br /> <br />duly seconded <br />the Municipal <br /> <br />and passed by unanimous vote of <br />Finance Commission's recommendation of <br /> <br />B. REDUCTION OF THE MONTHLY RENTAL FOR THE PARKING ON THE THIRD DECK OF THE <br /> RAMP. <br /> <br /> A motion was made and duly seconded that $8 per month be established as <br /> the fee for the top deck of the Edinburgh Square Parking Ramp. Also, a <br /> motion was made and duly seconded to employ security guards as previously <br /> recommended by this Authority and that an advertising campaign be conducted <br /> indicating the new rates and security for this ramp. <br /> <br /> The Portsmouth Parking Authority has requested that the above items concerning the <br />ramp be implemented as soon as possible. We have also requested that the hours of security <br />patrol be developed and included in the advertising campaign in order that businesses will <br />be informed as to the hours of operation and security coverage. This is submitted for your <br />information and we request your concurrence on the new rates charged for the top deck of <br />the parking ramp." <br /> <br /> Motion <br />Portsmouth Parking Authority, was adopted by unanimous vote. <br /> <br /> 75-5§ Motion of Mr. Oast and seconded by Mr. Barnes, to go into the election <br />member to the Citzens Advisory Committee, was adopted by unanimous vote. <br /> <br /> Mr. Oast nominated Mrs. Carolyn F. Reil. <br /> <br />of Mr. Early and seconded by Mr. Barnes, to concur in the recommendation of the <br /> of a <br /> <br /> Motion of Mr. Barnes and seconded by Mr. <br />elected to the Citizens Advisory Committee, to <br />was adopted by unanimous vote. <br /> <br />Early, to close nominations and Mrs. Reil was <br />fill an unexoired term, expiring June 1, 1975, <br /> <br /> 75-57 - Motion of Mr. Elliott and seconded by Mr. Oast, that the Council meet in an <br />executive session prior to the next regularly scheduled Council meeting for the purpose of: <br /> <br /> (1) Discussing appointments to Boards and Commissions. <br /> (2) Discussing the disposition of City property. <br /> (3) Consultation with Counsel pertaining to legaI matters; <br /> <br />was <br /> <br />adopted by the following vo~e: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, D~vis <br />Nays: None <br /> <br /> 75-58 Mr. William H. Blackwetl, Jr., Chairman, Craney Island Study Commission, spoke <br />in support of resolution to be presented opposing the U. S. Army Corps of Engineers' report <br />concerniBg the future of Craney Island; Mayor Davis commended the Study Commission for its <br />fine work. The report was received as information. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early,.the following resolution was <br />presented, and adopted by the following vote: <br /> <br />"A RESOLUTION OPPOSING THE U. S. ARMY CORPS OF ENGINEERS' REPORT CONCERNING <br />THE FUTURE OF CRANEY ISLAND; RECON~ENDING AN ENGINEERING AN~ RELATED TECHNICAL <br />STUDY RELATIVE TO'REGIONAl HARBOR NEEDS; AUTHORIZING THE CITY MANAGER TO FOR- <br />WARD SAID RESOLUTION TO ALL APPROPRIATE FEDERAL AGENCIES. <br /> <br />of a <br />and <br /> <br />WHEREAS, the U. S. <br />report which would <br /> <br />Army Corps of Engineers on December 6, 1974 announced the completion <br />extend the life of Craney Island as a disposal area by eleven years; <br /> <br /> WHEREAS, it is necessary for the economic viability of the City of Portsmouth that Crane <br />Island become available for industrial development; and <br /> <br /> WHEREAS, the Craney Island Study Commission opposes said U. <br />concerning the future of Craney Island, and has resolved that an <br />technical study be made by the U. S. Corps of Engineers relative <br />in the Greater Hampton Roads area. <br /> <br />S. Corps of Engineers' Repot <br />engineering and related <br />to regional harbor needs <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council that it ardently opposes the U. S. Army <br />Corp of Engineers' Report concerning the future of Craney Island announced on December 6 <br />1974. ' <br /> <br /> <br />
