<br /> Motion of Mr. Early, and seconded by Mr. Barnes, that Section 26-2 be amended to Section
<br />26-2.1 that two ex officio members be appointed to the Planning Commission; one non-voting
<br />member shall be an employee of the City of Portsmouth and one non-voting member shall be an
<br />employee of the Portsmouth Redevelopment and Housing _Authority, was adopted by unanimous vote.

<br /> ''75-54'- The'following letter received from~Chairman of Municipal Finance Commission, was
<br />presented:
<br />
<br /> "At the regularly scheduled meeting of the Municipal Finance Commission held on Wednes-
<br />day, January 22, 1975, the following actions were taken by this Commission:
<br />
<br /> A. The Municipal Finance Commission on unanimous vote of the members present
<br /> recommends to the Portsmouth City Council that the City maintain its policy
<br /> of paying approximately 3S% of the local revenues collected for education.
<br />
<br /> B. It appears from the preliminary revenue estimates furnished this Commission
<br /> that the total revenue for operation of the General Fund for 197Sq6 will be
<br /> approximately $42,500,000.
<br />
<br /> This preliminary estimate is approximately $900,000 less than is currently
<br /> estimated in the 19747S General Operating Budget. This Commissi~ recommends
<br /> that there be no increases in taxes, rates, or fees for I975~g6. It is
<br /> smgg~sted that the City seek and utilize all possible funding sources from
<br /> the State and Federal Governments; and that the Comprehensive Employment
<br /> Training Act ~ETA) funds be utilized as effective'ly as possible in order
<br /> to maintain the current level of service now being provided.
<br />
<br />The revenue estimates that we have been presented are ~ery preliminary and
<br />should be used for preparing the 1975~60peratingO~dgei~ We feel that this
<br />Commission will be in a better position in approximately two months to make
<br />a more definitive recommendation on the funding level for 1975-76.
<br />
<br />Since the General Fund is currently payin~ $2,390,000 into the Debt Service
<br />Fund for retirement of debt any increase ~n the funding level for capital
<br />improvements over the current level would cause the amount required for debt
<br />~ua)nF. ent to increase. The Municipal Finance Commission rpcommends that a
<br /> riding level of 4.5 to 5 million dollars in General Oblzgation Bonds for
<br />capital improvements be maintained for 1975,76. This level of funding is
<br />in keeping with the level that has been maintained over the past several
<br />Fears and with the addition of General Revenue Sharing and Community Develop-
<br />ment funds it is our recommendation that this level be continued for the next
<br />fiscal year."
