¸47 <br /> <br />January 28. 1975 <br /> <br />the C~ty Manager to execute )oinder agreements which are necessary for eligible officials <br />participate in the plan, except for the Manager whose amendments must be executed by the <br />Mayor. The City Manager recommends approval of this resolution." <br /> <br /> On.motion.~f~-~r~Ea~l-~.a~d_~ande~ h~Mr.:~El~iott,--tke,~otlowing resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AMENDED TRUST AGREEMENT ON <br />BEHALF OF THE CITY WITH ICMA RETIREMENT CORPORATION EXTABLISHING A DEFERRED <br />COMPENSATION PLAN FOR CERTAIN OFFICERS, OFFICIALS AND EMPLOYEES OF THE CITY <br />OF PORTSMOUTH AND AUTHORIZING THE CITY MANAGER TO OFFER MEMBERSHIP THEREIN <br />TO SAID EMPLOYEES. <br /> <br />tO <br /> <br /> WHEREAS, the City of Portsmouth has previously established the ICMA Retirement Corporat: <br />Deferred Compensation Plan for certain of its employees; and <br /> <br /> WHEREAS, the ICb~ Retirement Corporation has requested that certain amendments be made <br />to said plan; and <br /> <br /> WHEREAS, said amendments assist the City of Portsmouth by simplifying the administr <br />of said plan; and <br /> <br /> WHEREAS, the City will assist its employees, at no cost to itself, by the incorporation <br />of additional attractive features into said plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth amend its trust agreement <br />with the IC~ Retirement Corporation by substituting therefor the deferred compensation <br />attached hereto as Appendix A; it hereby authorizes its Mayor to execute the deferred compen~ <br />plan with the IC~ Retirement Corporation; and <br /> <br /> IT IS FURTHER RESOLVED that, except for the Joinder Agreement of the City Manager, whicI <br />is to be executed by the Mayor, the City Manager may, on behalf of the City of Portsmouth, <br />execute all Joinder Agreements with said employees and other eligible officials and officers: <br />which are necessary for said persons' participation in the plan, an example of which appears <br />at Appendix B." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 75-48 - "Consideration of a resolution expressing the position of City Council on the <br />proposed new Hodges Ferry Bridge. <br /> <br /> Portsmouth City Council ad~pted a resolution November 27, 1973, committing to 15% of <br />the approach to the Hodges Ferry Bridge on Portsmouth Boulevard to the Chesapeake City limits <br />This resolution endorses the North Scheme as proposed ~y the Virginia Department of Highways <br />for the new bridge and requests that the proposed structure be in as close proximity as <br />possible to the existing structure to reduce property damage at both approaches. This also <br />states that the City of Portsmouth does not favor construction of the Hodges Ferry Bridge <br />ahead of the West Norfolk Bridge. The City Manager recommends approval of this resolution." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE POSITION OF PORTSMOUTH CITY COUNCIL ON THE <br />PROPOSED NEW HODGES FERRY BRIDGE. <br /> <br /> WHEREAS, the Department of Highways g Transportation of the State of Virginia contempla~ <br />the preparation of plans for constructio~ of a new bridge carrying State Route 337 over the <br />western branch of the Elizabeth River (Hodges Ferry Bridge); and <br /> <br /> WHEREAS, the City of Portsmouth has previously supported the concept of a new bridge <br />by its resolution of November 27, 1973; and <br /> <br /> WHEREAS, the proposed new structure could be built either south or north of the present <br />bridge; and <br /> <br /> WHEREAS, the proposed north scheme (with a retaining wall to protect the house located <br />on the south side of Route 33?) would minimize the problems of house relocation and other <br />property damage and would thus be a more economical solution to the problem of bridge rolo <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />this council supports the construction of the new Hodges Ferry Bridge along the north route, <br />with the new bridge to be located as close as possible to the existing structure. <br /> <br /> BE IT FURTHER RESOLVED that this council is committed to provide fifteen percent (15%) <br />of the funds necessary to construct such portion of the approach to said bridge as is locate~ <br />within the City of Portsmouth; provided, that the commitment recited in this clause shall <br />be expressly continge~ upon the selection of the north location as the site of the new strut <br />to reduce property damage on each side of the approach as stated by the Department of Highwa) <br />and Transportation. <br /> <br /> BE IT FURTHER RESOLVED that councilts support of the new Hodges Ferry Bridge is not int~ <br />and should not be construed as a diminution of support for the new West Norfolk Bridge, inasn <br />as the latter must retain the highest priority for construction at the earliest possible dat~ <br /> <br />ture <br /> <br /> <br />
