6O <br /> <br />?eh'r.a'r~ 11 , 1975 <br /> <br /> On motion of Mr. Hollo and seconded by ~r> Barnes, the following, ordinance was approved <br />on first reading, and by unanimous vote: <br /> "AN ORDINANCE 'TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973 BY <br /> ~E~Dt~ SECT~8~ 23-235 THERgOF PERTAINING TO THE RELEASE OF IMPOUNDED AUTO- <br /> MOBILES." <br /> 75-68 - "Consideration of an ordinance on firs~ reading to amend the Code of the City <br />of Portsmouth by adding to Chapter 37 t~ereof a new article (Article IV) pertaining to regula- <br />tion of the tow truck business. <br /> The proposed recommended article places by ordinance the control of tow trucks under the <br />City Manager and his designee as are other vehicles, such as taxicabs, ambulances, etc. <br />~he City Manager recommends adoption of this ordinance on first reading." <br />~ See motion belo~ <br /> Motion of Mr. Oast and seconded by Mr. Ellio~tt, to suspend the rules for Dave Blechman, <br /> operator of Dave's Wrecker Service and Philip L. Ash,'Jr., Chief of Police, to speak, was <br /> adopted by unanimous vote. <br /> <br />Mr. Bleckman spoke. <br /> <br /> Chief Ash spoke, ordinance <br />~ Motion of Mr. Barnes and seconded by Mr. Oast, th~ the following/be approved on first <br />reading: <br /> <br /> "AN ORDINANCE TO AMEND THE CODg OF THE CITY OF PORTSMOUTH, VIRGINIA (1973) BY <br /> ADDING TO CHAPTER 37 THEREOF A NEW ARTICLE (ARTICLE IV) PERTAINING TO REGULATION <br /> OF THE TOW TRUCK BUSINESS." <br /> <br /> Motion of Mr. Early and seconded by Mr. Elliott to amend the motion directing the City <br />Attorney to make such corrections and clarifications of the ordinance before adoption on <br />second reading, <br /> <br /> The ordinance was approved on first reading as amended by unanimous vote. <br /> 75-69 - "Consideration of an ordinance on first reading to create a committee of education <br />interes~ to serve '~s a~ advisory body concerning the utilization of the education access'chann~ <br />of the ?ortsmeuth Cable~Televis~n S~ste~. <br /> Chapter 3 of the Master State Plan for Public TeIecommunications promulgated by the Virgini <br /> Public Telecommunications Council requires a committee of education interests to be establishea <br /> The City Manager recommends adoption of this ordinance on first reading. <br /> Consideration of a motion authorizing the City Manager to execute an amendment to the <br /> cable television franchise agreement which mandates the existence of a "commonwealth access <br /> channel" as part of local cable television franchise systems. <br /> This is required by the Master State Plan for Public Telecommunications. The City Manager <br /> recommends adoption of this motion." <br /> On motion of Mr Oast and seconded by Mr. Elliott, the following ordinance was approved on <br /> first reading, and by unanimcus vote: <br /> 'AN ORDINANCE TO CREATE A~CQ~4ITT~ O-B E~DCATION INTERESTS TO SERVE AS AN ADVISORY <br /> BOD~ CONCeRNiNG T~E U-T~Z~T~ON 0~ ~HE ED~C~ION,~ACCE~SS~CHANNEL~F'THE~P0~TSMOUTH <br /> <br /> CABLE'TELEVISION." <br /> <br /> Motion of Mr. Etliott and seconded by Mr. <br />execute an amendment to the cable television <br />vote. <br /> <br />Barnes, that the City Manager be authorized to <br />franchise agreement, was adopted by unanimous <br /> <br /> 75-70 "Consideration qf a motion to authorize the City Manager to execute an amendment <br />to the contract between the City of Portsmouth and Portsmouth Ambulance Service, Inc. <br /> This amendment defines the rate return to be earned by'Portsmouth Ambulance under the <br />existing contract. This change has been recommended b~ the City's independent~ auditing firm. <br />The City Manager recommends adoption of this motion." <br /> Motion of Mr. Barnes and seconded by Mr. Early, to concur in the recommendation of the <br />City Manager. <br /> Subs. titute motion of Mr. Wentz and seconded by Mr. Blliott, to be referred back to the <br />City Manager and additional information be furnished as requested by CoUncilman Oast previously <br />was adopted by unanimous vote. <br /> 75-71 "Consideration of a motion directing the City Manager to commit $2,786 to the <br />Southeastern Virginma Area-wide Model Program, ~nc., local match [equirement for a grant to <br />install radios on SEVAMP transportation equipment. <br /> This authorization, based on a popmlation distribution formula, permits SEVAMP to affirm <br /> the local share of a grant to convenience handicapped and elderly transportation with existing <br /> equipment to be modified. It is a onezt'ime request. The City Manager recommends ~doption of <br /> this motion." <br /> <br /> <br />
