February Il. 1975 the On motion of Mr. following vote: Wentz and seconded by Mr. Elliott, the ordinance was Ayes: Barnes, Early, Elliott, Holley, Oast Wentz Davis Nays: None ' ' adopted, and by The following recommendations by the City Manager were present: 75-~3 "Consideration of an ordinance on first reading to appropriate Capital Improvement Fund for the design of Churchland off-site drainage and and transportation of dirt fill required for the project. This project provides the off-site drainage for the Woodhaven Apartments, Academx Point Churchlgnd Apartments, and Woodshire, Inc. This appropriation will provide the necessary fund.s for the design of the off-site drainage and funds necessary to purchase dirt fill and transport same to the fill area. $33,968 has been paid by the developers and are included in this appropriation. There are $41,032 in this appropriation of local funds which were authorized under the off-site drainage category of the 1974-75 Capital Work Plan. The City Manager recommends adgption of this ordinance on first reading." On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved on fi-rst reading, and by ~nanimous vote: $75,000 from the for the purchase "AN ORDINANCE TO APPROPRIATE $75,000 FROM THE CAPITAL IMPROVEMENT FUND FOR DESIGN gm CHURCHLAND OFF-SITE DRAINAGE AND FOR THE PURCHASE AND TRANSPORTATION OF DIRT FILL REQUIRED FOR THIS PROJECT." 75-64 "C~sideration of an ordinance on first reading to appropriate $141,070 from the ~eneral Revenue Sharing Trust Fund in the category of caoital improvements. This appropriation will provide the necessary funds to the Capital Improvement Fund for drainage improvements on Airline Boulevard and Pennock Street, and street improvements to Harper Road from Lee Avenue to Terminal Road. The items included in this appropriation were adopted by resolution for the planned use of Entitlement IV Revenue Sharing Trust Funds The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $141,070 FROM THE GENERAL REVENUE SHARING TRUST FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS." 75-65 "Consideration of an ordinance on first reading appropriating $141,070 from the Capital Improvement Fund, of which $112,532 is for drainage improvements on Airline Boulevard and Pannock_Street, and $28,538 is for street improvements to Harper Road. This is the appropriation of the funds authorized from the preceding ordinance. The funds for the drainage work were previously authorized gar.in~g the award of bids for the two project~ The street improvements on Harper Road have been paid for a total cost of $28,500. The City'Manager recommends adoption of this ordinance on first reading." On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $141,070 FROM THE CAPITAL IMPROVEMENT FUND FOR DRAINAGE AND STREET IMPROVEMENTS, OF WHICH $112,532 IS FOR DRAINAGE IMPROVEMENTS TO AIRLINE BOULEVARD AND PENNOCK STREET; $28,538 FOR STREET IMPROVEMENTS TO HARPER ROAD." 75-66 "Consideration of an ordinance on first reading to appropriate $15,000 in the Capital Improvement Fund for the replacement of the scales at the City Incinerator. This appropriation will provide the necessary funds to replace scales which have been closed several times during the past two months due to malfunctions and have been closed additional time by the Virginia Department of Weights and Measures since they did not meet their criteria. This replacement will bring them into conformity with State Code require- ments. The loss of revenue which occurs each time these scales malfunction justifies their replacement immediately, This item was included in the 1974-75 Capital Work Plan under the category of Incinerator-Air Pollution Control. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $15,000 FROM THE GENERAL CAPITAl IMPROVEMENT FUND FOR REPLACEMENT OF THE SCALES AT THE CITY INCINERATOR." 75-67 "Consideration of an ordinance on first reading to amend the Code of the City of Portsmouth by amending Section 23-235 thereof pertaining to the release of impounded auto- mobiles. This amendment increases the towing charge of impounded ~ehicles frem $15 to $25 to cover the costs incurred by the City, and increases the fee for cars impounded for a period longer than 24 hours to $2 per day or a fraction thereof. The City Manager recommends adoption of this ordinanca on first reading.
