This appropriation will provide the necessary <br />fund.s for the design of the off-site drainage and funds necessary to purchase dirt fill and <br />transport same to the fill area. $33,968 has been paid by the developers and are included <br />in this appropriation. There are $41,032 in this appropriation of local funds which were <br />authorized under the off-site drainage category of the 1974-75 Capital Work Plan. The City <br />Manager recommends adgption of this ordinance on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on fi-rst reading, and by ~nanimous vote: <br /> <br />$75,000 from the <br />for the purchase <br /> <br />"AN ORDINANCE TO APPROPRIATE $75,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DESIGN gm CHURCHLAND OFF-SITE DRAINAGE AND FOR THE PURCHASE AND TRANSPORTATION <br />OF DIRT FILL REQUIRED FOR THIS PROJECT." <br /> <br /> 75-64 "C~sideration of an ordinance on first reading to appropriate $141,070 from <br />the ~eneral Revenue Sharing Trust Fund in the category of caoital improvements. <br /> <br /> This appropriation will provide the necessary funds to the Capital Improvement Fund <br />for drainage improvements on Airline Boulevard and Pennock Street, and street improvements <br />to Harper Road from Lee Avenue to Terminal Road. The items included in this appropriation <br />were adopted by resolution for the planned use of Entitlement IV Revenue Sharing Trust Funds <br />The City Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $141,070 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS." <br /> <br /> 75-65 "Consideration of an ordinance on first reading appropriating $141,070 from the <br />Capital Improvement Fund, of which $112,532 is for drainage improvements on Airline Boulevard <br />and Pannock_Street, and $28,538 is for street improvements to Harper Road. <br /> <br /> This is the appropriation of the funds authorized from the preceding ordinance. The <br />funds for the drainage work were previously authorized gar.in~g the award of bids for the two <br />project~ The street improvements on Harper Road have been paid for a total cost of $28,500. <br />The City'Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $141,070 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DRAINAGE AND STREET IMPROVEMENTS, OF WHICH $112,532 IS FOR DRAINAGE IMPROVEMENTS <br />TO AIRLINE BOULEVARD AND PENNOCK STREET; $28,538 FOR STREET IMPROVEMENTS TO <br />HARPER ROAD." <br /> <br /> 75-66 "Consideration of an ordinance on first reading to appropriate $15,000 in the <br />Capital Improvement Fund for the replacement of the scales at the City Incinerator. <br /> <br /> This appropriation will provide the necessary funds to replace scales which have been <br />closed several times during the past two months due to malfunctions and have been closed <br />additional time by the Virginia Department of Weights and Measures since they did not meet <br />their criteria. This replacement will bring them into conformity with State Code require- <br />ments. The loss of revenue which occurs each time these scales malfunction justifies their <br />replacement immediately, This item was included in the 1974-75 Capital Work Plan under the <br />category of Incinerator-Air Pollution Control. The City Manager recommends adoption of this <br />ordinance on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE GENERAL CAPITAl IMPROVEMENT FUND <br />FOR REPLACEMENT OF THE SCALES AT THE CITY INCINERATOR." <br /> <br /> 75-67 "Consideration of an ordinance on first reading to amend the Code of the City <br />of Portsmouth by amending Section 23-235 thereof pertaining to the release of impounded auto- <br />mobiles. <br /> <br /> This amendment increases the towing charge of impounded ~ehicles frem $15 to $25 to <br />cover the costs incurred by the City, and increases the fee for cars impounded for a period <br />longer than 24 hours to $2 per day or a fraction thereof. The City Manager recommends <br />adoption of this ordinanca on first reading. <br /> <br /> <br />
