Februar 1975 <br /> <br />"AN ORDINANCE TO APPROPRIATE $7,500 FROM THE GENERAL FUND FOR THE PAYMENT OF <br />OPERATING SUBSIDIES UNDER THE CONTRACT WITH COMMUNITY MOTOR BUS COMPANY." <br /> <br />Ayes: Early, Oast, Wentz, Davis <br />Nays: Elliott, Holley <br /> <br /> 75-88 "Consideration of a motion to award a contract to the low bidder for construc- <br />tion of a water main extension on Factory Street in Suffolk. <br /> <br /> Bids have been received from 12 companies for the extension of a water main at <br />Suffolk's expense. No appropriation is required and the award to th~ low bidder, G ~ S <br />Construction Company, in the amount of $34,046.50 is recommended by the City Manager. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Elliott, that the contract be awarded to <br />G & S Construction Company, low bidder, was adopted by unanimous vote. <br /> <br /> 75-89 "Consideration of a motion authorizing the City Manager to expend up to <br />$1,000 for the Bicentennial Commission by June 30, 1975. <br /> <br /> This has been requested by the Bicentennial Commission Chairman. The Sity Manager <br />recommends adoption of the motion." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Elliott, that <br />to expend up to $1,000 for Bicentennial Commission by June <br />adopted by unanimous vote. <br /> <br />the City Manager be authorized <br />30, 1975, as requested, was <br /> <br /> 75-90 "Consideration of an ordinance on first reading to amend Section 2-12 of the <br />City Code pertaining to annual leave. <br /> <br /> This ordinance sets forth procedures for the administration of annual leave (bonus days] <br />which are earned by employees who have completed v, 10, 15 and 20 years of service. This <br />amendment will permit the crediting of additional leave days on the anniversary date for <br />those persons reaching the above service duration. Those employees who have previously <br />attained 7, 10, 15 and 20 years of service shall be credited their addition&l annual leave <br />on January 1 of each calendar year. This technical mmendment is recommended by the City <br />Manager for adoption." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND ANDTREORDA%N THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1'973, BY AMENDING SECTION 2~-I~2~THEREOF PMRTAINING TO ANNUAL LEAVE." <br /> <br /> 75-91 - "Consideration of an ordinance on first reading to amend the City <br />adding an article to the Code pertaining to the regulation of fortune tellers, <br />and practitioners of palmistry, phrenology and handwriting analysis. <br /> <br />Code by <br />clairvoyants <br /> <br /> This ordinanc~ provides <br />revocation, and a penalty for <br />adoption of this ordinance on <br /> <br />the procedures for the issuance, approval of, control and <br />violating the terms thereof. The City Manager recommends <br />first reading." <br /> <br /> On motion of Mr, Elliott and seconded by Mr. <br />on first reading with the insertion of $200.00 to <br />S-1 (Holley) vote: <br /> <br />Oast, the following ordinance was approved <br />be shown under Section 3-43. was adppted <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1973, BY ADDING <br />ARTICLE IV TO CHAPTER 3 THEREOF PERTAINING TO FORTUNE-TELLERS, CLA%RVO~$S <br />AND PRACTITIONERS OF PALMISTRY, PHRENOLOGY, AND HANDWRITING ANALYSIS.' <br /> <br /> 75-92 <br />recommenda <br />System. <br /> <br /> "Consideration of a resolution expressing the City Council's approval of a <br />tion of the Project Review Team in reference to the design of a Human Service <br /> <br /> This resolution approves in concept the general guidelines for the design of a long- <br />term Human Service Delivery System which will be developed for the City of Portsmouth. <br />Council's endorsement of this concept is necessary if the City is to pursue further funding <br />from other levels of government to implement-the system. The City Manager recommends ap- <br />proval of this resolution. A summary of the Human Service System Design for the City of <br />Portsmouth is attached for your information." <br />* See letter presented.- Page 70 <br /> On motion of Mr. Holley and seconded by Mr. Wentz, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE CITY COUNCIL'S APPROVAL OF A <br />OF TH~ PROJECT REVIEW TEAM IN REFERENCE TO THE CONCEPTUAL <br />hTr~tN SERVICE SYSTEM. <br /> <br />RECO~IENDATION <br />DESIGN OF A <br /> <br /> WHEREAS, the City Council is interested in the concept of a Human Service System; <br />and <br /> <br /> ~+iEREAS, the concept of development and eventual operation of a Human Service System <br />has been recommended to the Council by the Project Review Team of the City of Portsmouth, <br />consisting of the Portsmouth School System; Health, Welfare, Recreation Planning Council; <br />Portsmouth Redevelopment and Housing Authority; Mental Health Board (Chapter 10); Comprehen- <br /> <br /> <br />
