7O <br /> <br />sire Planning Management; Grants Coordinator; State Division of Planning Community Affairs; <br />State Department of Welfare; Portsmouth Public Health Department and District Juvenile <br />and Domestic Relations Court. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of %he City of Portsmouth, Virginia, <br />that the conceptual design of a Human Service System is hereby approved. Said system shall <br />include the following framework: <br /> <br /> 1. A Human Service System should serve all persons residing in Portsmouth within <br />the framework of local state and federal regulations and laws. <br /> 2. All funds for human services shall be appropriated by the City Council within <br />the framework of state, local and federal regulations and laws. <br /> 3. A governance mechanism is an essential component of the human service system and <br />should serve as the system's single point of accountability. Said mechanism should have <br /> <br />the <br /> <br />following specific responsibilities: <br /> <br /> a) Establish on an annual basis the performance <br /> <br /> b) Hold public hearings to obtain citizen input <br /> mance specification; <br /> <br />specification for the system; <br />for and review of the perfor- <br /> <br />c) Submit the performance specification to the City Council for validation; <br /> <br />d) Annually conduct an independent performance audit or determination of actual <br /> results or effects of the system; <br /> <br />e) Review and issue a public report on the performance of the system (at least <br /> annually) as determined by the audit and have the results printed in a local <br /> newspaper and/or hold hearings on the report; <br /> <br />f) <br /> <br />All other powers and responsibilities will be established <br />city government at a later date. <br /> <br />as required by <br /> <br /> 4. The development and operation of a common client handling procedure for all agencies <br />participating in the system, accomplished in a case manager's system. <br /> 5. The management structure for the Human Service System should include major service <br />providers under the control of the Director of Human Services. <br /> 6. A case manager act as a client advocate, be assigned to the client, and have respon- <br />sibility for identifying general needs of the client for which the system is accountable. <br /> 7. Conducting of a four-phase development program to culminate by 1980 in a fully <br />operational Human Service System. <br /> <br /> 8. System development responsibility be placed in the Comprehensive Planning Management <br />office. <br /> 9. The Department of Social Services should begin as the trial operating agency of <br />a case manager system in Phase <br /> <br /> Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> * The following letter from Earl H. McClenney, Jr,, Associate Director, Division of State <br /> Planning and Community Affairs, Commonwealth of Virginia, was presented: <br /> "I would like to take this opportunity to express the interest of the Commonwealth and <br /> our office in the project being undertaken by the human affairs agencies of'the City of <br /> Por'tsmouth and the Human Ecology Institute. <br /> Governor Godwin and former Governor Holton expressed their interest in the City of <br /> Portsmouth ~n several occasions. The most notable being the designation of Portsmouth as <br /> an Urban Research Lab, which resulted in the successful "Ills of the City" report. Followin~ <br /> that study, the Commonwealth has expended approximately $75,000 for special, and significant <br /> implementation of many of the recommendations in the study. <br /> The taRk being undertaken with the Human Ecology Institute is a very significant step <br /> for local government. This is especially true as we seek to maximize scarce resources in a <br /> period of increasing economic scarcity. The categerical approach to funding human service <br /> programs has in many instances been a luxury in the sense that hard management decisions wer~ <br /> not demanded. We could always argue our own cases while not having to answer for anyone els~ <br /> However, it is now time to face the realities of scarce revenues at the state and fedora <br /> levels. These realities demand a more sophisticated, responsive and accountable management <br /> approach. This management approach must have a design and a goal.
