March 25, 1975 <br /> <br />City records are not reliable concerning connections to the "new sewers.- The "private <br />sewers" have been generally removed from active service and no further maintenance is <br />being performed. There are, however, some portions of the -private sewers'~ which have <br />not been totally sealed off from the "new sewers,:~ and recent failures of some of these <br />lines has forced customers to connect to the "new sewers." The policy recently adopted <br />administratively is that where no work is reouired of City forces, only the plumbing <br />permit is required as fee for a renewal of a line by the customer's olumber, h~ere City <br />forces must perform services such as installation of laterals, the sewer connection fee <br />of S150 is also charged. <br /> <br /> After recent calls from customers experiencing problems, the Director of Public <br />Utilities and the Director of Public llTorks have initiated efforts to notify customers <br />of the potential problem and of the City policy. Individual letters will be sent to <br />those known to be connected to the "private sewers" and a general information notice <br />will be inserted in the Utility bills for the area. Individual letters should he sent <br />within a week, and general notices will be in bills to be sent in June. The Department <br />of Public Utilities and Public Works will offer assistance in determining if a customer <br />is connected to the "private sewers" in cases of doubt." Vernon Avenue spoke. <br /> <br /> Motion of Mr. Elliott and seconded by Mr. Barnes, to be received as information and <br />the City Manager~meet with Mrs. James A. Folkes, and other residents to discuss further <br />sewage problems in Port,Norfolk area, was adopted by 5-1 (Holley) vote. <br /> <br /> 75-114 - The following letter received from Geo. C. Norris ~ Associates, Inc., 1805 <br />Airline Boulevard, was presented: <br /> "Re~ Coach House Apartments <br /> We would appreciate very much a delay in the Council considering the above-referenced <br />project for two (2) weeks, until we have been able to work out a property easement with the <br />adjoining property owner." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Elliott, to grant two (2) wm~ks delay as requeste <br />was adopted by unanimous vote. <br /> <br />75-98 The following letter received from Municipal Finance Commission, was presented: <br /> <br /> "The Municipal Finance Commission at its regularly scheduled monthly meeting held <br />on March 19, 1975, discussed the request of the Portsmouth School Board referred to this <br />Commission on February 25, 1975, by City Council. <br /> <br /> A member of the Finance Commission's School Board Budget Committee has discussed <br />this request with the administrative staff of the schools and has also visited Harry Hunt <br />Junior High School for an in~epth look at the renovations that were requested. Based on <br />the report from the committee member, it is apparent that renovations, especially those <br />required to meet State and local safety standards, are needed for the Harry Hunt Junior <br />High School. <br /> <br /> Based on the report furnished this Commission and after much discussion, the Municipal <br />Finance Commission took the following action: <br /> <br /> ~The Municipal Finance Commission recommends that $22,800 be appropriated <br />from the Capital Improvement Fund for the planning and design of the necessary <br />improvements to Harry Hunt Junior High School. Also, it ~s recommended that <br />the amount planned for the renovations in the 1975~6 Capital Improvements <br />Budget be limited to costs required in bringing the junior high school up to <br />conformance with requirements of the State and City building codes.' <br /> <br /> The Capital Improvements Program referred to this Commission by the City Council indicat <br />a total of $1,300,000 for the renovation of Harry Hunt.
