March 25, 1975 <br /> <br />"Re: Culpepper Enterprises--Petition for Street Closure-Rodman Avenue <br /> <br /> Due to a conflict in my schedule I have agreed with Mr. Russell, who represents some of <br />the objecting parties in this matter, for the matter to be postponed to May 13, 1975. <br /> <br /> I would appreciate it if City Council would carry the matter over in accordance with our <br />agreement." <br /> <br />Motion of Mr~ Early and seconded by Mr. Holley, to concur in Mr. Moody's request. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Elliott, to be deferred to April 22, <br />1975, was adopted by 5-1 (Holley) vote. <br /> <br />The following recommendations by the City Manager were presented: <br /> <br /> 75-120 - "The attached ordinance is submitted for your consideration and authorization <br />for the appropriation of $101,000 in the Capital Improvement Fund. The 1974-75 Work <br />Program previously adopted by resolution allocated $50,000 under Urban Transportation <br />for emergency projects in the areas of streets and highways, and drainage. <br /> <br /> Also, under the category of repairs to public buildings there was a total of $55,000 <br />allocated of which $4,000 was previously appropriated under Unfinished Business for an <br />oil storage building at the City Garage. The new amount remaining from these two cate- <br />gories is $101,000. In order to facilitate the purchase of construction materials and <br />eliminate the necessity for the repetitive appropriations in small amounts, it is recommended <br />that the balance in these two categories be appropriated and any monies not already committed <br />can be authorized through the award process on low bids. <br /> <br /> The following is a list of items that were allocated in the 197435 Capital Work Plan <br />with the addition of several items previously committed by the Council to be spent from <br />these categories: <br /> <br />URBAN TRANSPORTATION $50,000 <br /> <br />West Norfolk Bridge Engineering Survey <br />Construction of barriers and lights <br />West Norfolk Bridge <br />Improvements for right turn lane at <br />the intersection of High Street West <br />and Cedar Lane <br /> <br />$15,000 <br /> <br /> 8,000 <br /> <br />7,500 <br /> <br />TOTAL $30,500 <br /> <br />PUBLIC BUILDINGS - $51,000 <br /> <br />Victory Blvd. Fire Station Masonry Work <br />Repairs to Municipal Building Elevator <br /> and Restrooms <br />Refrigerator Unit- City Jail <br /> <br />$ 8,000 <br /> <br /> 25,000 <br /> 2,500 <br /> <br />TOTAL $35,500 <br /> <br />TOTAL OF ABOVE PROJECTS $66,000 <br /> <br /> The balance of the funds in the above categories will be utilized for emergency type <br />repairs or improvements as they occur; however, as pointed out to you earlier the award <br />of the low bid for these projects will still be handled in the normal manner. <br /> <br /> City Manager recommends adoption of this ordinance." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, <br />reading, and_by unanimous vote: <br /> <br /> following <br />the/ordinance was approved on <br /> <br />first <br /> <br />"AN ORDINANCE APPROPRIATING S101,000 FROM THE CAPITAL IMPROVEMENT FUND IN <br />THE CATEGORY OF PUBLIC BUILDINGS, URBAN TR3. NSPORTATION (STREETS AND HIGHWAYS) <br />AND PUBLIC SAFETY." <br /> <br /> 75-121 '~Consideration of an ordinance on first reading to amend the Classification <br />and Pay Plan by adding the class title of Direvtor of the Office of Economic Analysis and <br />Information at Pay Grad No. 30. <br /> <br /> This ordinance establishes a position in the Community Planning and Management function, <br />and is proposed on the condition that the position of Director of Community Planning and <br />Management will not be filled this fiscal year, and will not be budgete~df~r~th~year 1975-76 <br />The City Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. east and seconded by Mr. Early, the following ordinance was app~eved <br />on first reading, and by the following vote: <br /> <br />'~AN ORDINANCE TO ~MEN~ THE CITY OF PORTSMOUTH, VIRGINIA CLASSIFICATION AND PAY <br />PLAN ORDINANCE (1974-75) BY ADDING TO THE CLASSES OF POSITIONS ASSIGNED TO PAY <br />GRADES THE CLASS TITLE OF DIRECTOR OF THE OFFICE OF ECONOMIC ANALYSIS AND IN- <br />FO~4ATION AT PAY GRAD I\~MBERED 30." -~ <br /> <br />Ayes: Early, glliott, east, Wentz <br />Nays: Barnes, Holley <br /> <br /> <br />
