March 25, 1975 <br /> <br />At a regular meeting of the City Council, held on March 25, 1975, there were present: <br /> <br />Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., James W. Holley, <br />Edward L. Oast, Jr., Robert W. W~ntz, Jr., Phin Horton, City Manager, R. T. <br />Williams, Assistant City Manager, H. M. Myers, Jr., Assistant City Manager, <br />Gordon~B.- Tayloe, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis <br /> <br /> Rev. Melvin Hester, Pastor, Simonsdale Presbyterian Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Wentz presided in the absence of the Mayor, and welcomed all visitors in <br />attendance. <br /> <br /> The minu~tes of the regular meeting of March 11, 1975, were approved as received, on <br />motion of Mr. Barnes and seconded by Mr. Early, and was adopted by unanimous vote. <br /> <br /> 75-128 Dr. Faye I. Carr, Mrs. Joan Rae Williams, Raymond DeGraw, Albert T. Edwards, <br />and John Schuler, citizens who were invited by the Chamber of Commerce to visit the New <br />Orleans Refinery, gave a verbal report of the trip. Each stated that they were very much <br />impressed of the operation and if the proposed refinery in our area operated as well as the <br />one in New Orleans, they saw no danger of it being detrimental to health. <br /> <br /> Vice Mayor Wentz thanked these citizens on behalf of the Council for their time and <br />effort for making the trip. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 75-60 The following ordinance, approved on first reading at regular meeting of March <br />11, 1975, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND AND REORDAIN ARTICLE V OF CHAPTER 40 OF SAID COBB <br />PERTAINING TO HISTORIC DISTRICT." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 75-66 - The following ordinance, approved on first reading at regular meeting of March <br />11, 1975, was ~taken up and re~d: <br /> <br />"AN ORDINANCE TO APPROPRIATE S15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR AN <br />ENGINEERING STUDY TO CONVERT THE CITY'S INCINERATOR TO A TURBULENT AIR SYSTEM <br />TO IMPROVE SMOKE ABATEMENT CONTROL AT THE INCINERATOR." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Holley, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 75-104 The following ordinance, approved on first reading at regular meeting of March <br />11, 1975, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />CONSTRUCTION OF AN OIL STORAGE BUILDING AT THE CITY GARAGE." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 75-105 -'The following ordinance, approved on first reading at regular meeting of March <br />11, 1975, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $t7,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ARCHITECT AND ENGINEERING SERVICES FOR DESIGN OF THE MASTER PLAN, AND CON- <br />STRUCTION PLANS OF CHURCHLAND PARK," <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 75-111 "At the March 11, 1975 meeting you requested a report concerning sanitary <br />sewers in Port Norfolk. As discussed at that meeting, there were "private sewers" serving <br />portions of Port Norfolk prior to installation of sewers by the City of Portsmouth in approxi <br />mately 1944. These "private sewers" were intercepted where possible and connected to the <br />~'new sewers." Connection to the "new sewers" was not handled under a consistent policy and <br /> <br /> <br />
