April 22_ 1975 <br /> <br /> 75-165 - "Consideration of an ordinance on first and final reading <br />Code by changing Voting Precinct No. 7 from B6azley Community Center to <br />School. <br /> <br />to amend the City <br />Park View Elementary <br /> <br /> The Electoral Board has requested this change due to the unavailability of the Beazley <br />Community Center. The requirement of this ordinance being adopted on final reading is neces- <br />sary due to Federal law which requires the Justice Department to review and approve any <br />changes incvo~in~ procedure in certain states, of which Virginia is included. The City <br />Manager recommends adoption of this ordinance on final reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 9-71 OF THE CODE OF THE CITY OF PORTSMOUTH, 1973, <br />AS AMENDED, PERTAINING TO VOTING PLACES FOR PRECINCT NO.7." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 75-166 - "Consideration of an ordinance on first reading naming and renaming a proposed <br />industrial access road and the former Alexander Street to Elmhurst Lane. <br /> <br /> The industrial access road from Airline Boulevard to Rapidan Street is currently refer- <br />red to as Elmhurst Lane Extended. At the connection of the industrial access road at Rapidan <br />Street, it becomes Alexander Street continuing to Victory Boulevard. This ordinance will <br />change the name to Elmhurst Lane from Airline Boulevard at the GEX to Victory Boulevard in <br />front of the Tower Mall shopping center. The City Manager recommends approval of this ordi- <br />nance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE DESIGNATING AN UNN~4ED INDUSTRIAL ACCESS ROAD TO BE KNOWN AS <br />ELMHURST LANE AND CHANGING THE NAME OF A STREET KNOWN AS ALEXANDER STREET TO <br />ELMHURST LANE.' <br /> <br /> 75-167 "Consideration of a resolution schedhling a public conference_on the 1975-76 <br />budget to be held in the City Council Chambers on April 29, 1975, commencing at 7:00 p.m. <br /> <br /> Based on the schedule that was furnished to the City Council in December of 1974, it was <br />proposed that the public conference be held on May 6. This resolution changes that date to <br />April 29 and officially schedules this meeting. This conference is being scheduled in com- <br />pliance with the Freedom of Information Act of the State of Virginia." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION SCHEDULING A PUBLIC BUDGET CONFERENCE TO BE HELD AT THE CITY <br />COUNEIL CHAMBERS, MUNICIPAL BUILDING OF THE CITY OF PORTSMOUTH, ON APRIL <br />1975, COMMENCING AT 7:00 P.M., E.D.T. <br /> <br /> WHEREAS, Chapter 21 of Title 2.1, Code of Virginia, 1950 as amended, requires discussion <br />of the propgsed budget of a public body to be held in public; and <br /> <br /> WHEREAS, the public is invited to attend and observe without expressing their views <br />such budget conference; and <br /> <br /> WHEREAS, a public hearing will be held on May 13, 1975 whereat the public may express <br />such views. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that e.public <br />budget conference will be held at.the City Council Chambers, Municipal Building of the City <br />of Portsmouth, on April 29, 1975, commencing at 7:00 P.M., E.D.T.' <br /> <br /> Ayes: Barnes, Elliott, Holley, Oast, Wentz <br /> Nays: None <br /> <br /> 75-168 "Consideration of a resolution changing the location and time of the regularly <br />scheduled Council meeting of'May 13, 1975, from the Council Chambers to T. A. Willett Audi- <br />torium at Woodrow Wilson High School for a public hearing on the proposed 1975-76 annual <br />budget, commencing at 7:00 p.m. <br /> <br /> This public <br />a public hearing <br />for May 27.
