April 22_ 1975 75-165 - "Consideration of an ordinance on first and final reading Code by changing Voting Precinct No. 7 from B6azley Community Center to School. to amend the City Park View Elementary The Electoral Board has requested this change due to the unavailability of the Beazley Community Center. The requirement of this ordinance being adopted on final reading is neces- sary due to Federal law which requires the Justice Department to review and approve any changes incvo~in~ procedure in certain states, of which Virginia is included. The City Manager recommends adoption of this ordinance on final reading. On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was adopted, and by the following vote: "AN ORDINANCE TO AMEND SECTION 9-71 OF THE CODE OF THE CITY OF PORTSMOUTH, 1973, AS AMENDED, PERTAINING TO VOTING PLACES FOR PRECINCT NO.7." Ayes: Barnes, Elliott, Holley, Oast, Wentz Nays: None 75-166 - "Consideration of an ordinance on first reading naming and renaming a proposed industrial access road and the former Alexander Street to Elmhurst Lane. The industrial access road from Airline Boulevard to Rapidan Street is currently refer- red to as Elmhurst Lane Extended. At the connection of the industrial access road at Rapidan Street, it becomes Alexander Street continuing to Victory Boulevard. This ordinance will change the name to Elmhurst Lane from Airline Boulevard at the GEX to Victory Boulevard in front of the Tower Mall shopping center. The City Manager recommends approval of this ordi- nance on first reading." On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE DESIGNATING AN UNN~4ED INDUSTRIAL ACCESS ROAD TO BE KNOWN AS ELMHURST LANE AND CHANGING THE NAME OF A STREET KNOWN AS ALEXANDER STREET TO ELMHURST LANE.' 75-167 "Consideration of a resolution schedhling a public conference_on the 1975-76 budget to be held in the City Council Chambers on April 29, 1975, commencing at 7:00 p.m. Based on the schedule that was furnished to the City Council in December of 1974, it was proposed that the public conference be held on May 6. This resolution changes that date to April 29 and officially schedules this meeting. This conference is being scheduled in com- pliance with the Freedom of Information Act of the State of Virginia." On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted, and by the following vote: "A RESOLUTION SCHEDULING A PUBLIC BUDGET CONFERENCE TO BE HELD AT THE CITY COUNEIL CHAMBERS, MUNICIPAL BUILDING OF THE CITY OF PORTSMOUTH, ON APRIL 1975, COMMENCING AT 7:00 P.M., E.D.T. WHEREAS, Chapter 21 of Title 2.1, Code of Virginia, 1950 as amended, requires discussion of the propgsed budget of a public body to be held in public; and WHEREAS, the public is invited to attend and observe without expressing their views such budget conference; and WHEREAS, a public hearing will be held on May 13, 1975 whereat the public may express such views. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that e.public budget conference will be held at.the City Council Chambers, Municipal Building of the City of Portsmouth, on April 29, 1975, commencing at 7:00 P.M., E.D.T.' Ayes: Barnes, Elliott, Holley, Oast, Wentz Nays: None 75-168 "Consideration of a resolution changing the location and time of the regularly scheduled Council meeting of'May 13, 1975, from the Council Chambers to T. A. Willett Audi- torium at Woodrow Wilson High School for a public hearing on the proposed 1975-76 annual budget, commencing at 7:00 p.m. This public a public hearing for May 27. The hearing is in conformance with the schedule previously issued whi:h permits and first reading on the budget for May 13, With final adoption scheduled City Manager recommends adoption of this resolution."
