i04 <br /> <br />April 22, 197S <br /> <br /> 75-162 - "The ~'~S Mile Post' water storage reservoir constructed in 1965-66 is a pre-stresls- <br />ed concrete, 2 million gallon ground level tank used to store water from the transmission <br />mains along the S.C.L. railroad for re-pumping to meet peak demands. This tank has developed <br /> <br />leakage which has been occurring for the past several years and attempts have been made <br />· n the past to repair these from within the tank. The leakage has again become severe enough <br />to require the tank to be taken out of service. <br /> <br /> Inspection by representatives of the Public Utilities Department, tank supplier, and <br />consulting engineers concluded that the settlement and cracking of the floor slab are a <br />result of undermining of the sand base under the floor slab. This was probably caused by <br />minor leakage which Undermined the slab allowing settlement. The proposed repairs involve <br />stabilization of the soil under the slab by pumping grout through the slab and then repairing <br />the cracks in the slab and sealing the joint between the floor slab and the walls with a <br />neoprene membrane. <br /> <br /> Proposals were received from Penetryn and Turzillo Contracting Company, two companies <br />specializing in this type of repair work. Only Penetryn would quote a lump sum proposal <br />and available information will not support an assumption that the ~time and material* proposal <br />from Turzillo would be less. Therefore, it is requested that the City Manager be authorized <br />to execute a contract with Penetryn in the amount of $28,710.00 and that $55,000.00 be approprli- <br />ated from unallocated Utility Bond proceeds to cover the contract, contingencies, and cost <br />of labor to be provided by the Public Utilities Department. <br /> <br /> The <br />prior to <br />on first <br /> <br />Director of Public Utilities has stated that this tank should be returned to service <br />the summer months and I request that authorization to award the contract be granted <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $$5,000 FROM THE CAPITAL IMPROVF2M£NT FUND FOR <br />REPAIRS TO THE FIVE MILE POST WATER STORAGE RESERVOIR." <br /> <br /> Motion of Mr. Barnes and secondedbby Mr. Oast, that the Ci~MrManager be authorized to <br />execute contract with Penetryn, in the amount of $28,710, was adopted by ~nanimous vote. <br /> <br /> 75-165 - "The proposed 197~76 Capital Improvements Plan for the Public Utilities Depart~ <br />ment will utilize the remaining unallocated Utility bond proceeds. In order to continue <br />Utility improvements from Public Utility bonds, it is requested that a referendum to approve <br />sale of $8 million in Public Utility bonds be placed on the ballot for the next general <br />election. <br /> <br /> Public Utility bonds are redeemed from Public Utility revenues and may be sold without <br />a referendum. However, Bond Counsel advises that a substantially lower interest rate is <br />enjoyed hy those revenue issues which have approval of the voters affected. <br /> <br /> The major expenditure from these funds will be upgrading of the Pinners Point Sewage <br />Treatment Plant to Secondary level treatment at an estimated city cost of $5,015,200.00 <br />This is 20% of total cost with 80% to be funded from State and Federal grants. This project <br />is required by the Eederal Water Pollution Control Act and cannot be deferred. If the referen <br />dum vote is not favorable, the City will have no choice but to proceed With financing at <br />a higher cost to the citizens of Portsmouth. <br /> <br /> Other projects are shown in the proposed Five Year Capital Improvement Plan and are <br />subject to annual review by the City staff and approval by City Council." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF EIGHT MILLION DOLLARS OF BONDS TO <br />BE KNOWN AS PUBLIC UTILITY REVENUE BONDS FOR THE PURPOSE OF MAKING CAPITAL <br />IMPROVEMENTS, BXTENSIONS AND ADDITIONS TO THE CITY OF PORTSMOUTH"S REVENUE <br />PRODUCING WATBR SYSTEM, SEWER SYSTEM AND SEWERAGE TREATMENT PLANT, PURSURNT <br />TO ARTICLE VII, SECTION 10(a) (2) OF THE 1970 CONSTITUTION OF VIRGINIA, AND <br />CHAPTER S OF TITLE 15.1 OF THE CODE OF VIRGINIA, 19S0." <br /> <br /> 75-164 "Consideration of an ordinance on final reading to amend the City <br />and Pay Plan ordinance (1974-75) by re-establishing the position of Director of <br />grade 34. <br /> <br />Classification <br />Finance at pay <br /> <br /> The City Code authorizes the City Manager to appoint a Director of Finance. <br />the position was dbieted from the pay classification ordinance for 1974-75 when <br />combined with the position 'of Assistant City Manager for Finance and Staff gervices. <br />Manager recommends adoption of this ordinance on final reading." <br /> <br />However, <br />the job was <br /> The Cit~ <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was adopted <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CITY OF PORTSMOUTH, VIRGINIA, CLASSIFICATION AND PAY <br />PLAN ORDINANCE (1974-75) BY RE-ESTABLISHING TO THE CLASSES OF 9OSITIONS ASSIGNED <br />TO PAY GRADES, THE CLASS TITLE ~F DIRECTOR OF FINANCE AT PAY GRADE NUMBERED 3~." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> <br />
