In this militarily impacted metropolitan area, the Commission has never <br />felt that the original decision to leave a mile gap between the ends of Interstate 264 was <br />justified. <br /> <br /> The Commission resolved to endorse the effort by Commissioner Fugate to secure an al- <br />location of "Interstate and National Defense Highway System" sufficient to make Interstate <br />264 in Portsmouth and Norfolk a continuous route. The Commission also resolved to endorse <br />Commissioner Fugate's sentiments that our Tidewater metropolitan area is deserving of a <br />"High Density Urban Corridor HighwaM Route" and that this area would be the appropriate <br />Virginza setting for such a facility." <br /> <br /> On motion of Mr. ~entz and secondedi~by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION SUPPORTING T{tB~EMFSR~.ffF:DDUGLAS' B'; FUGATE, COMMISSIONER OF <br />THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION OF THE C0~0NWEALTH OF VIRGINIA, <br />AND ARDENTLY REQUESTING THE FEDERAL HIGHWAY DEPARTMENT TO DESIGNATE A PRO- <br />POSED ADDITIONAL TUNNEL AND BRIDGE CONNECTING DOWNTO}~ NORFOLK AND PORTSMOUTH <br />TO BE A PART OF THE INTERSTATE HIGHWAY SYST~I. <br /> <br /> WHEREAS, presently the termini of interstate highway 264 exits in the City of Norfolk <br />and Portsmouth separated by the Elizabeth River; and <br /> <br />WHEREAS, crossing the Elizabeth River, there exist a tunnel and bridge; and <br /> <br /> WHEREAS, because of traffic through said tunnel and over said bridge exceeds capacity, <br />a parallel tunnel and bridge has been proposed; and <br /> <br /> WHEREAS, Douglas B. Fugate, Commissioner of the Department of Highways and Transportatio] <br />of the Commonwealth of Virginia, has supported such an additional proposed bridge to be <br />a part of the interstate highway system; and <br /> <br /> ~EREAS, such a tunnel and bridge are necessary for the national defense as well as <br />the economic development of Norfolk and Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth expresses <br />its support for the efforts of Douglas B. Fugate, Commissioner of the Department of Highways <br />and Transportation of the Commonwealth of Virginia, to have a proposed tunnel and bridge <br />be designated a part of the interstate highway system. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia, ardently <br />supports such a proposed tunnel and bridge to be designated as a part of the interstate <br />highway system." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-197 "Consideration of a resolution to authorize the Virginia Port Authoiity to <br />expend funds from surplus revenues for capital improvements at the Portsmouth Marine Terminal <br /> <br /> This resolution authorizes the Portsmouth Marine Terminal to expend $555,000 for the <br />construction of the East Ko/Ro Storgge Area at the Portsmouth Marine Terminal. This authori- <br />xation was requested by VPA in May , 1974, and again on April 16, 1975. The City Manager <br />recommends adoption of this resolution." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,[ <br />and by the following vote: <br /> <br />"A RESOLUTION TO AUTHORIZE 'THE VIRGINIA PORT AUTHORITY TO EXPEND FUNDS FROM <br />SURPLUS REVENUES FOR CAPITAL IMPROVEMENTS AT THE PORTSMOUTH MARINE TERMINAL. <br /> <br /> WHEREAS, the Virginia Port Authority has requested authorization from Portsmouth City <br />Council to expend funds for certain capital improvements to the Portsmouth Marine Terminal; <br />and <br /> <br /> WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement <br />to obtain consent from the City Council before making such expenditures; and <br /> <br /> WHEREAS, the expenditures to be made will be funded from Surplus Revenue generated <br />by the Portsmouth Marine Terminal; and <br /> <br /> WHEREAS, the Portsmouth City Council after duly considering the contemplated improvement <br />is of the opinion that such improvements are necessary and prudent investments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it approves the expenditures of Three Hundred and Fifty-five Thousand ($~5S,000.00) <br />Dollars for improvements to the Bast Ro/Ro Storage; as contemplated by Virginia Port Authorit' <br />resolution 74-1~ of May 15, 1974." <br /> <br /> <br />
