117 <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-19g - "Considerationoof a resolution authorizing the Virginia Port Authority to issue <br />$450,000 in Port Revenue Bonds. <br /> <br /> The revenue bonds will be used to purchase two van carriers and one side loader for use <br />at the Portsmouth Marine Terminal. The authorization is required by the City under the <br />Unification Agreement since VPA intends to pay the annual principal and interest On the <br />4-year bonds out of operating revenues from the terminal. The Cityi~R4amgger recommefidg adop- <br />tion of this resolution." <br /> <br /> On motion of Mr. Barnes and seconded~by Mr. Wentz, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION TO AUTHORIZE THE VIRGINIA PORT AUTHORITY TO ISSUE $430,000.00 <br />IN PORT REVENUE BONDS. <br /> <br /> WHEREAS, the Virginia Port Authority has requested authorization from the Portsmouth <br />~ity Council to issue Four Hundred Thirty Thousand ($430,000.00) Dollars in Port Revenue <br />Bonds; and <br /> <br /> WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement <br />to obtain consent from City Council before issuing such bonds; and <br /> <br /> ~IIEREAS, such bonds are to be issued to purchase two (2) Van Carriers and one (1) Side- <br />Loader for use at Portsmouth Marine Terminal; and <br /> <br /> ~BRBAS, Portsmouth City Council after duly considering the necessity of such equipment <br />is of the opinion that such equipment is necessary to the effeciency of the operation of <br />Portsmouth Marine Terminal. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it authorizes the issuance of Four Hundred Thirty Thousand ($430,000.OO) Dollars in <br />Port Revenue Bonds to be issued to purchase two (2) Van Carriers and One (1) SideE~o~der <br />for use at Portsmouth Marine Terminal, as contemplated by Virginia Port Authority resolution <br />74-S of January 11, 1974. <br /> <br /> BE <br />Inc. and <br />revenue <br /> <br />IT FURTHER RESOLVED that no such bonds shall be issued unless Portsmouth Terminals, <br />the Virginia Port Authority enter into an agreement which will produce sufficient <br />to amortize the bonds together with any attendant costs thereto." <br /> <br />Ayes: Barnes, <br />Nays: None <br />Abstaining: Oast <br /> <br />Early, Elliott, <br /> <br />Holley, Wentz, Davis <br /> <br /> 75-199 - "Consideration of a resolution requesting the SociaI Security Administration <br />to improve the procedures for determining eligibility for payment of hospital bills so as <br />to cause a more timely determination of eligibility and payment of hospital care for those <br />persons receiving financial assistance under this Administration. <br /> <br /> The hospitals within the City of Portsmouth are currently making referrals to the Social <br />Services Department of all patients who are eligible for financial assistance in paying <br />hospital expenses. Patients that are*eligible for financial assistance under the Social <br />Security Administration are then referred to that office for review and certification. It <br />is currently taking 60-90 days for the Social Security Administration to certify eligibility <br />on claims referred to that agency. This ~esolution is requesting federal and regional <br />administrators to investigate the possibility of improving this service. The City Manager <br />recommends adoption of this resolution." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following resolution was adopted, <br />and by ~he following ~ote: <br /> <br />"A RESOLUTION REQUESTING Tt~ SOCIAL SECURITY ADMINISTRATION TO IMPROVE THEIR <br />PROCEDURES FOR DETERMINING ELIGIBILITY FOR PAYMENT OF HOSPITAL BILLS SO AS TO <br />CAUSE A MORE TIMELY DETERMINATION OF ELIGIBILITY FOR SUCH HOSPITAL CARE AND <br />PAYMENT THEREFOR. <br /> <br /> WHEREAS, referrals from hospitals located in the City of Portsmouth to the Social Servic~ <br />Bureau of the City of Portsmouth to determine eligibility for financial assistance in pay- <br />lng hospital expenses take as long as sixty (60) to ninety (90) days when the Social Securit~ <br />Administration must determine the eligibility for such financial aid; and <br /> <br />WHEREAS, the patient is burdened by this lengthly determination process; and <br /> <br /> WHEREAS, hospitals located in the City of Portsmouth are being financially burdened <br />because of such delay in payment of bills. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Social Security Administration is requested to do whatever is necessary to speed <br />the procedure for determining eligibility of those persons referred to the Social Service <br />Bureau Of the City of Portsmouth for financial assistance. <br /> <br /> <br />
