R-69, by changing the allowab] <br />certain areas from street right-of-way to residential reuse. <br /> <br /> This amendment has been recommended by the Portsmouth Redevelopment and Housing Authorit' <br />the Planning Commission and the Planning Department. The City Manager recommends adoption <br />of this resolution." (Map) <br /> <br />The following letter from Director of Planning was presented: <br /> <br /> "At its regular monthly meeting on May 6, 1975, the City Planning Commission received <br />from the Portsmouth Redeve%opment and Housing Authority a request for considerat&on of <br />certain minor alterat&ons in the "LAND USE MAP" document (Exhibit RP-2, project number <br />VA R-69, September 1912) for the Mount Hermon Conservation and Redevelopment Project. <br /> <br /> Involved areTight-of-way changes on High Street, Mount Vernon Avenue and Florida Avenue <br />and reuse of what is now Queen Street between Plorida Avenue and Mount Vernon Avenue for <br />private instead of public purposes. The effect of these plan changes woUld be to develop a <br />wider right-df-way on Plorida Avenue (between High Street and London Boulevard) and on Mount <br />Vernon Avenue (between High Street and Queen Street) and to reduce the right-of-way purposed <br />for Mount Vernon Avenue (between London Boulevard and Queen Street) and High Street (between <br />Florida Avenue and MQunt Vernon Avenue). <br /> <br /> The Planning Commission resolved to recommend approval of this revised renewal plan for <br />the Mount ttermon Project." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adoptec <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE AMENDMENT OF THE LAND USE PLAN OE THE MT. HERMON <br />CONSERVATION AND REDEVELOPMENT PROJECT, VA. R-69 BY CHANGING ALLOWABLE LAND <br />USES IN CERTAIN DESIGNATED AREAS FROM STREET RIGHT-OF-WAY TO RESIDENTIAL REUSE. <br /> <br /> WHEREAS, the staff of the <br />certain amendments to the Land <br />Project; and <br /> <br />Portsmouth Redevelopment and Housing Authority has recommended <br />Use Plan for the Mt. Hermon Conservation and Redevelopment <br /> <br /> WHEREAS, the staff of the Planning Department of the City of Portsmouth has recommended <br />such amendments; and <br /> <br />WHEREAS, the Planning Commission has recommeded such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it approves the amendment to the Land Use Plan for the Mt. Hermon Conservation and <br />Redevelopment Project, Va. R-69 by changing allowable land uses in certain designated areas <br />from street right-of-way to residential reuse." <br /> <br />Aygs: Barnes, Early, <br />Nays: None <br />Abstaining: Wentz <br /> <br />Elliott, Holley, Oast, Davis <br /> <br /> 75-201 "Consideration of a resolution adopting the charter aRreement of the Tidewater <br />Public Service Agency. <br /> <br />e <br /> <br /> This resolution establishes a chartered public agency encompassing the governmental <br />subdivisions situated in the greater Tidewater Virginia area. This matter has been discussed <br />at length at the Southeastern Virginia Planning District Commission and was adopted by the <br />Executive Committee at its meeting on April 16, 1975. I was not appointed as your repre- <br />sentative until April 22; therefore, I could not vote at the meeting held on April 16. It <br />is recommended that this item be deferred for further study by the City Manager and City <br />Attorney. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, the matter to be deferred as recommended <br />by the City Manager, was adopted by the following vote: <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, D~vis <br /> Nays: None ' <br /> <br /> 75-202 "Consideration of a resolution directing the City Manager to institute a pro- <br />ject in the Olde Towne Historic Preservation District in conjunction with the Economic Develop- <br />ment Administration of the U. S. Department of Commerce. <br /> <br /> This resolution directs the City Manager in conjunction with the Economic Development <br />Administration to institute a project to construct and repair the brick sidewalks in the <br />Olde Towne Historic Preservation District to support a Labor Intensive Project of the Federal <br />Government. The City Manager recommends adoption of this resolution." <br /> <br /> <br />
