May 13, 1975 On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTITUTE A PROJECT TO CONSTRUCT AND REPAIR THE BRICK SIDEWALKS IN THE OLDE TOWNE HISTORIC PRESERVATION DISTRICT IN CONJUNCTION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION CF THE U. S. DEPARTM~NT~0F-C0~ERCE. WHEREAS, The Economic Development Administration of the U. S. Department of Commerce has made certain funds available to support a Labor Intensive project in 01de Towne; and WHEREAS, the City Manager has recommended institution of the project within the city; and WMEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that such a project would significantly contribute to the achievement of the Olde Towne project's goals; and WHEREAS, the of the project in and Economic Development Administration requests assurances of completion a timely and satisfactory manner within the approved budget constraints; WHEREAS, the amount of federal funds to be provided will be Two Hundred Thousand Dollars cash, to be matched by the City of Portsmouth in the amount of Fifty Thousand Dollars cash and Fifty Thousand ($50,000.) Dollars in-kind services. ($ 200 ($ 5o ,oo NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager on behalf of the City of Portsmouth is directed and authorized to institute a project to construct and repair the brick sidewalks in Olde Towne Historic Preservation District in conj.unCti~n with the Economic Development Administration of the U. S. Department of Commerce. The City Manager is further directed and authorized to convey assurances to the Economic Development Administration of the City of Portsmouth's intention to complete the project in a timely and satisfactory.manner within the approved budget." Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis Nays: None 75-205 "Motion to authorize a rebate of taxes on property that was purchased for the Greenwood Orive Interchange on Interstate 264. The total g mount of the rebate is $152.09, with $147.21 going to Jean M. Davis, and $4.88 going to George T. McLean Company, Inc." Motion of Mr. Holley and seconded by Mr. Early, that authorization be granted for rebate, was adopted by unanimous vote. 75-204 "Motion authorizing the City Manager to execute mn amendment to the lease between the City of Portsmouth and the Portsmouth Jaycees for the operation and maintenance of a miniature railroad. The purpose for the amendment is to permit the lessee to collect charges from those electing to ride for a fee not to exceed 50~." Motion of Mr. Early and seconded by Mr. Wentz, to concur in the recommendation of the City Manager, was adopted by unanimous vote. - NEW BUSINESS - 75-206 - Mr, John WindLey~ Jr¥~ ~07~a~ver ~Circle, representing Douglas Park,~spoke in regards to poor bus service in Douglas Park. The matter to be referred to the City Manager to determine that bus schedules are adhered to as advertised; cost to the city if limited bus service is feasible on Sundays. 75-207 Mr. George R.
