May 13, 1975 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTITUTE A PROJECT <br />TO CONSTRUCT AND REPAIR THE BRICK SIDEWALKS IN THE OLDE TOWNE HISTORIC PRESERVATION <br />DISTRICT IN CONJUNCTION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION CF THE U. S. <br />DEPARTM~NT~0F-C0~ERCE. <br /> <br /> WHEREAS, The Economic Development Administration of the U. S. Department of Commerce <br />has made certain funds available to support a Labor Intensive project in 01de Towne; and <br /> <br /> WHEREAS, the City Manager has recommended institution of the project within the city; <br />and <br /> <br /> WMEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that <br />such a project would significantly contribute to the achievement of the Olde Towne project's <br />goals; and <br /> <br /> WHEREAS, the <br />of the project in <br />and <br /> <br />Economic Development Administration requests assurances of completion <br />a timely and satisfactory manner within the approved budget constraints; <br /> <br /> WHEREAS, the amount of federal funds to be provided will be Two Hundred Thousand <br />Dollars cash, to be matched by the City of Portsmouth in the amount of Fifty Thousand <br />Dollars cash and Fifty Thousand ($50,000.) Dollars in-kind services. <br /> <br />($ 200 <br />($ 5o ,oo <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the City Manager on behalf of the City of Portsmouth is directed and authorized to <br />institute a project to construct and repair the brick sidewalks in Olde Towne Historic <br />Preservation District in conj.unCti~n with the Economic Development Administration of the <br />U. S. Department of Commerce. The City Manager is further directed and authorized to convey <br />assurances to the Economic Development Administration of the City of Portsmouth's intention <br />to complete the project in a timely and satisfactory.manner within the approved budget." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-205 "Motion to authorize a rebate of taxes on property that was purchased for the <br />Greenwood Orive Interchange on Interstate 264. <br /> <br /> The total g mount of the rebate is $152.09, with $147.21 going to Jean M. Davis, and <br />$4.88 going to George T. McLean Company, Inc." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, that authorization be granted for <br />rebate, was adopted by unanimous vote. <br /> <br /> 75-204 "Motion authorizing the City Manager to execute mn amendment to the lease <br />between the City of Portsmouth and the Portsmouth Jaycees for the operation and maintenance <br />of a miniature railroad. <br /> <br /> The purpose for the amendment is to permit the lessee to collect charges from those <br />electing to ride for a fee not to exceed 50~." <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz, to concur in the recommendation of the <br />City Manager, was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br /> 75-206 - Mr, John WindLey~ Jr¥~ ~07~a~ver ~Circle, representing Douglas Park,~spoke <br />in regards to poor bus service in Douglas Park. <br /> <br /> The matter to be referred to the City Manager to determine that bus schedules are <br />adhered to as advertised; cost to the city if limited bus service is feasible on Sundays. <br /> <br /> 75-207 Mr. George R. Walker, 1749 Spratley Street, spoke to repeal Gag Rules postponed <br />from meeting of April 22, 1975. <br /> <br /> Motion of Mr. Elliott and <br />Walker as to requirements~of a <br />vote. <br /> <br />seconded by Mr. <br />petition under <br /> <br />Holley, that the City <br />the State Charter, was <br /> <br />Attorney inform Mr. <br />adopted by unanimous <br /> <br />75-208 Mr. Samuel Taylor, 404 Fifth Street, regarding Snuthside improvements. <br /> <br /> 75-209 Motion of Mr. Elliott and seconded by Mr. Early, that the Council meet in an <br />executive session prior to the next regularly scheduled Council meeting for the purpose of: <br /> <br />(1) Discussing appointments to Boards and Commissions. <br />(2) Discussing the disposition of City property. <br />(3) Consultation with Counsel pertaining to legal matters; <br /> <br />was adopted by the followigg vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> <br />
