<br />of the Parks and Recreation Commission and with the other agencies who now furnish commission

<br />o~ the survey of 5 local contractors, the consensus is a small increase in the overall costs
<br />can be anticipated. This ordinance will apply only to those contracts for $25,000 or more.

<br /> The City Manager concurs in each of the recommendations of the Board of Trustees as outlined
<br />in the Board Chairman's letter to you dated May 22, 1975.

<br />The proposed amendments are of two types:
<br />
<br />1. Those required by State law, and
<br />
<br />2. Those recommended by the Board of Trustees on the basi~
<br /> of administrative efficiency and/or equity.
<br /> /

<br /> The proposed amendments of the second type are generally of a technical nature and
<br />do not involve any significant changes in benefits or cost. However, those changes required
<br />by law to be adopted no later than July 1, 1977 reflect an upgrading of benefits, and
<br />accordingly, higher benefit costs. In the absence of an extensive actuarial cost analysis,
<br />it is not possible for me to estimate the eventual cost of these required revisions.
<br />It is felt that such a cost analysis is not warranted at this time, however, because the
<br />decision is not one of whether or not to make the mandated revisions, but rather, when
<br />to make them. Based on a review of the required revisions and information furnished by
<br />our actuarial advisors, ~there would appear to be little cost advantage in choosing to
<br />delay the retirement revisions.
<br />
<br /> Partially in anticipation of these revisions, the 197F76 recommended budget includes
<br />an increase of eighteen percent above the 1974¢~5 level of appropriations in the retirement
<br />cos~ categories. Therefore, amending the retirement provisions to become effectiveeJ~t~
<br />1, 1975 will not necessitate alteration of my recommendation for the 1975-76 Operating
<br />Budget."
