Z26 <br /> <br />May l$, 1975 <br /> <br /> 75-219 ~ U~en§~aS~¢~§n of an ordinance on first reading changing the name of Rapidan <br />Street between Elmhurst Lane and 1-264 to AlexandeF Street. <br /> <br /> The City Planning Commission has recommended that Rapidan Street between Elmhurst Lane <br />and 1-264 at Belmont Avenue be changed to Alexander Street. This change would honor the in- <br />dividual after whom Alexander Street was named and eliminate the confusion growing out of the <br />permanent void in Rapidan Street created by 1-264. No address change would b~einvolved in eli <br />minating this segment of Rapidan Street. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE CHANGING THE NAME OF A STREET KNOWN AS RAPIDAN STREET BETWEENN <br />ELMHURST LANE AND INTERSTATE 264 TO ALEXANDER STREET." <br /> <br /> 75-220 "Consideration of an ordinance on first reading to repeal Section 6½-66 of the <br />City Code pertaining to cable television. <br /> <br /> The Federal Communications Commission has advised Cax Gable Television C~poration that <br />rates be regulated or controlled exclusively by such commission. This section pertained to <br />rates.for additional services and, therefore, must be stricken because of the City no longer <br />having~jurisdiction to control rates. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by 5-1 (Davis-abstaining) vote: <br /> <br />"AN ORDINANCE TO REPEAL SECTION 6 1/2-66 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, AS AMENDED; PERTAINING TO CABLE TELEVISION RATES FOR ADDITIONAL <br />SERVICES.Y <br /> <br /> 75-221 "Consideration of an ordinance on first reading to amend Section 6½-28 of the <br />City Code pertaining to allocation of channel uses. <br /> <br /> The Federal Communications Commission considers educational channels to be experimental <br />and justification is necessary before they will increase the number of channels. It is recom- <br />mended that the City's franchise be amended to include only one educatinal channel at this <br />time. In the future, additional educational channels can be added by filing justification <br />with the FCC. The City Manager recommends adoption o~ first reading." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Oas~, the following ordinance was approved <br />on first reading, and by 5-1 (Davis-abstaining) vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 6 1/2-28 THEREOF; PERTAINING TO THE ALLOCATION OF CABLE TELE- <br />VISION CHANNEL USES." <br /> <br /> 75-222 - "Consideration <br />the Capital Improvement Fund <br />Towne Conservation Project. <br /> <br />of an ordinance on first reading to appropriate $94,300 from <br />for drainage improvements to Court Street as part of %he Clde <br /> <br /> This appropriation will provide the necessary funds for the construction and the purchase <br />-'6f'the~fef~forced concrete pipe for drainage improvements to Court Street as part of the Olde <br /> Towne Conservation Project. This project was included in the 1974-75 Capital Work Program. <br /> The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Wentz, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPR~ATE $94,300 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DRAINAGE ~MPROVEMENTS TO COURT STREET AS PART OF THE OLDE TOWNE CONSERVATION <br />PROJECT." <br /> <br /> 75-223 "Consideration of a resolution authorizing the Virginia Port Authority to <br />expend $10,600 from terminal revenues for their 1/3 share of the land use study. <br /> <br /> The Board of Commissioners of VPA requested authorization to expend funds as their portio <br />of a land use study of the Pinners Point peninsula to e conducted by a professional consulting <br />firm. A copy of the Virginia Port Authority projected cast flow is attached for your informa- <br />tion. The City Manager recommends adoption of this resolution." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE VIRGINIA PORT AUTHORITY TO EXPEND $10,6OO. FOR <br />Tt~ AUTHORITY'S PORTION OF A LAND-USE STUDY OF THE PINNERS POINT PENINSULA TO <br />CONDUCTED BY A PROFESSIONAL CONSULTING FIRM ENGAGED ON BEHALF OF THE CITY OF <br />PORTSMOUTH, PORTSMOUTH PORT AND INDUSTRIAL COMMISSION AND THE AUTHORITY. <br /> <br />BE <br /> <br /> WHEREAS, the Virginia Port Authority request authorization from the Portsmouth City <br />Council to expend Ten Thousand Six Hundred ($10,600.) Dollars as the Authority's portion <br />of a land-use study of the Pinners Point Peninsula; and <br /> <br /> <br />
