124 May 27, 1975 On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE APPROPRIATING $31,880 FROM THE CAPITAL IMPROVEMENT FUND FOR PAYMENT OF PROFESSIONAL SERVICES RENDERED TO THE CITY OF PORTSMOUTH, THE VIRGINIA PORTS AUTHORITY AND THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION FOR A LAND-USE STUDY THE PINNERS POINT AREA." IN Motion of Mr. Barnes and seconded by Mr. Wentz, that authorization be granted to sign agreement, was adopted by unanimous vote. 75-212 "Consideration of an ordinance on first reading to appropriate $42,686 from the General Fund for the expansion of the Public Service Employment Program under T~tle VI of the Comprehensive Employment Training Act (CETA). ~his ordinance appropriates the necessary funds ~ expand the Comprehensive Employment Training Act Title VI, from $415,227 to $457,913. This appropriation re~pesents an additional allocation that has been granted to the City for the Public Service Employment Program. The City Manager recommends adoption on first reading." On motimn of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $42,686 FROM THE GENERAL FUND FOR THE EXPANSION OF THE PUBLIC SERVICE EMPLOYMENT PROGRAM UNDER TITLE VI OF THE COMPREHENSIVE EMPLOY- MENT AND TRAINING ACT OF 1973." 75-213 "Consideration of an ordinance on first reading to appropriate $2,282 from the Federal Grants Fund for continuation of the Portsmouth/Suffolk Alcohol Safety Program feasi- bility study. This appropriation will provide the funds to continue the Alcohol Safety Action Program feasibility study through June 30, 1975. The funds included in this appropriat%nn are pro- vided by the State Highway Safety Division and will permit the collection of data fer this program in the Cities of Portsmouth and Suffolk. The City Manager recommends adoption on first reading." On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $2,282 FROM THE FEDERAL GRANTS FUND FOR CONTINUATION OF THE PORTSMOUTH/SUFFOLK ALCOHOL SAFETY ACTION PROGRAM FEASIBILITY STUDY." 75-214 "Consideration of an ordinance on first reading to appropriate $1,579 from the Federal Grants Fund for dictating and transcribing equipment for'the Circuit Court. This appropriation will provide the necessary funds to enable the Circuit Court to purchase dictating and transcribing equipment. The city's share of the $1,579 is ~79 which is included i~ ~he 1974~75 General Operating Budget for the Circuit Court. The City Manager recommends adoption on first reading.' On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous ~ote: "AN ORDINANCE TO APPROPRIATE $1,579 FROM THE FEDERAL GRANTS FUND FOR DICTATING AND TRANSCRIBING EQUIPMENT FOR THE CIRCUIT COURT." 75-215 "Consideration of an ordinance on first reading amending Section 8-3 of the Cods of the City of Portsmouth pertaining to fees and compensation of the High Constable The 1974 General Assembly approved higher fees and compensation throughout the State for High Constables. The High Constables from the Tidewater region have met and recommended a uniform fee schedule which is set out in the amended ordinance. Thi~ uniformity will avoid confusion and permits stability throughout the Tidewater area. The Tidewater area High Con- stables recommend these fees become operative as of June 1, 1975 which will require adoption of ~is o~dinance on first reading. The City Manager recommends adoption on first reading. On motion of Mr. Elliott and seconded by Mr. Barnes, the following ordinance was adopted, and by the following vote: 'AN ORDINANCE TO AMENDING SECTION CONSTABLE." AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY 8-3 THEREOF PERTAINING TO FEES AND COMPENSATION OF THE HIGH Ayes: Barnes, Early, Elliott, Wentz, Davis Nays: Oast 75-216 : "Consideration of an ordinance on first reading to amend the Code of the City of Portsmouth by adding Section 24-18.1 pertaining to the appointment of ex-officio members to the Parks'and Recreation Commission. Due to the demand on the time for certain members of the Recreation Commission who are also members of other boards and commissions, it is recommended that the ordinance be amended. This amendment will permit the appointment of staff members from those commissions or boards
