124 <br /> <br />May 27, 1975 <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE APPROPRIATING $31,880 FROM THE CAPITAL IMPROVEMENT FUND FOR PAYMENT <br />OF PROFESSIONAL SERVICES RENDERED TO THE CITY OF PORTSMOUTH, THE VIRGINIA PORTS <br />AUTHORITY AND THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION FOR A LAND-USE STUDY <br />THE PINNERS POINT AREA." <br /> <br />IN <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Wentz, that authorization be granted to sign <br />agreement, was adopted by unanimous vote. <br /> <br /> 75-212 "Consideration of an ordinance on first reading to appropriate $42,686 from the <br />General Fund for the expansion of the Public Service Employment Program under T~tle VI of the <br />Comprehensive Employment Training Act (CETA). <br /> <br /> ~his ordinance appropriates the necessary funds ~ expand the Comprehensive Employment <br />Training Act Title VI, from $415,227 to $457,913. This appropriation re~pesents an additional <br />allocation that has been granted to the City for the Public Service Employment Program. The <br />City Manager recommends adoption on first reading." <br /> <br /> On motimn of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $42,686 FROM THE GENERAL FUND FOR THE EXPANSION OF <br />THE PUBLIC SERVICE EMPLOYMENT PROGRAM UNDER TITLE VI OF THE COMPREHENSIVE EMPLOY- <br />MENT AND TRAINING ACT OF 1973." <br /> <br /> 75-213 "Consideration of an ordinance on first reading to appropriate $2,282 from the <br />Federal Grants Fund for continuation of the Portsmouth/Suffolk Alcohol Safety Program feasi- <br />bility study. <br /> <br /> This appropriation will provide the funds to continue the Alcohol Safety Action Program <br />feasibility study through June 30, 1975. The funds included in this appropriat%nn are pro- <br />vided by the State Highway Safety Division and will permit the collection of data fer this <br />program in the Cities of Portsmouth and Suffolk. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,282 FROM THE FEDERAL GRANTS FUND FOR CONTINUATION <br />OF THE PORTSMOUTH/SUFFOLK ALCOHOL SAFETY ACTION PROGRAM FEASIBILITY STUDY." <br /> <br /> 75-214 "Consideration of an ordinance on first reading to appropriate $1,579 from the <br />Federal Grants Fund for dictating and transcribing equipment for'the Circuit Court. <br /> <br /> This appropriation will provide the necessary funds to enable the Circuit Court to <br />purchase dictating and transcribing equipment. The city's share of the $1,579 is ~79 <br />which is included i~ ~he 1974~75 General Operating Budget for the Circuit Court. The City <br />Manager recommends adoption on first reading.' <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous ~ote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,579 FROM THE FEDERAL GRANTS FUND FOR DICTATING <br />AND TRANSCRIBING EQUIPMENT FOR THE CIRCUIT COURT." <br /> <br /> 75-215 "Consideration of an ordinance on first reading amending Section 8-3 of the <br />Cods of the City of Portsmouth pertaining to fees and compensation of the High Constable <br /> <br /> The 1974 General Assembly approved higher fees and compensation throughout the State <br />for High Constables. The High Constables from the Tidewater region have met and recommended <br />a uniform fee schedule which is set out in the amended ordinance. Thi~ uniformity will avoid <br />confusion and permits stability throughout the Tidewater area. The Tidewater area High Con- <br />stables recommend these fees become operative as of June 1, 1975 which will require adoption <br />of ~is o~dinance on first reading. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Barnes, the following ordinance was adopted, <br />and by the following vote: <br /> <br />'AN ORDINANCE TO <br />AMENDING SECTION <br />CONSTABLE." <br /> <br />AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />8-3 THEREOF PERTAINING TO FEES AND COMPENSATION OF THE HIGH <br /> <br />Ayes: Barnes, Early, Elliott, Wentz, Davis <br />Nays: Oast <br /> <br /> 75-216 : "Consideration of an ordinance on first reading to amend the Code of the City <br />of Portsmouth by adding Section 24-18.1 pertaining to the appointment of ex-officio members <br />to the Parks'and Recreation Commission. <br /> <br /> Due to the demand on the time for certain members of the Recreation Commission who are <br />also members of other boards and commissions, it is recommended that the ordinance be amended. <br />This amendment will permit the appointment of staff members from those commissions or boards <br /> <br /> <br />
