<br />PERSONS IN CONNECTION WITH HUD FUNDED PROJECTS.
<br />
<br /> WHEREAS, it is necessary that the Council of the City of Portsmouth approve and endorse
<br />employment opportunities of businesses and lower income persons to be eligible for ?O1 Plan-
<br />ning Funds in accordance with HUD Regulation 24-CFR Federal Register dated October 23, 1973.
<br />
<br /> NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it does hereby approve employment opportunities for businesses and lower income persons
<br />in connection with the U. S. Department of Housing and Urban Development Funded Projects."

<br /> Consideration of a resolution adopting the charter agreement of the Tidewater
<br />Public Servie Agency.
<br />
<br /> This public agency created by mutual consent of theLlocal participating governments
<br />in the Southeastern Virginia Planning District would provide agreed-upon services for the
<br />participating juiisdictions. These services provided by ,this agency would be upon request
<br />and the consent to such services that are agreeable to both the agencies and the local
<br />jurisdiction. This permits two or more local governing bodies to join in providing coopera-
<br />tive services that they are individually authorized to provide under Section 13.1-21 of the
<br />Code of Virginia. The City Manager recommends adoption of this resolution."

<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,i
<br />and by the following vote:
<br />
<br />"A RESOLUTION ADOPTING THE CHARTER AGREEMENT OF THE TIDEWATER PUBLIC SERVICE
<br />AGENCY.
<br />
<br /> WHEREAS, Section 15.1-21, Code of Virginia, 1950, as amended, authorizes political
<br />subdivisions to jointly exercise any power they may have by written agreement; and
<br />
<br /> WHEREAS, it is desirable to establish a regional public service agency to serve the
<br />greater Tidewater area of Virginia; and
<br />
<br /> WHEREAS, the
<br />Tidewater Virginia
<br />Charter Agreement
<br />
<br />governing bodies of the governmental subdivisions situated in the greater
<br />area desire to organize the Tidewater Public Service Agency by written
<br />to provide various services to this area; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia, desires to join in organizing
<br />the Tidewater Public Service Agency so that the City of Portsmouth will become a party to
<br />such Charter Agreement and be represented in the composition of the membership of its Board
<br />of Commissioners;
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That the 1Sth day of May, 1975, it hereby adopts the Charter Agreement of the Tide~.
<br />water Public Service Agency, a copy of which is attached hereto and made a part of this
<br />resolution.
<br />
<br /> 2. That Robert T. Williams, City Manager of the City of Portsmouth be and hereby is
<br />authorized and directed to sign and execute, on behalf of the City of Portsmouth the said
<br />charter Agreement of the Tidewater Public Service Agency.
<br />
<br /> S. That Richard Ottavio, City Clerk be and hereby is authorized and directed to witness
<br />the signature of said Robert T. Wi41iams, and to affix the official seal of the City of
<br />Portsmouth on said Charter Agreement."

<br /> 7S-218 "Consideration of an ordinance on first reading to amend that portion of the
<br />Code of the City of Portsmouth, Virginia pertaining to Portsmouth Sh~p~am~ntal Retirement
<br />System and the Fire and Police Retirement System.
<br />
<br /> These amendments will modify the retirement systems for City employees bringing the
<br />benefits in line with the requimements of the State law passed in 1974. Copies of the letters
<br />from the Portsmouth Retirement Board and Meidinger ~ Associates, the actuaries for our retire~
<br />ment system, a~e attached for your information. Also, a chart showing the current benefits,
<br />proposed benefits and VSRS benefits was previously furnished for your consideration. The
<br />City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />S1-149(b), 51-15S(b) ~B~D 51-162{c) OF SAID CODE PERTAINING TO THE PORTSMOUTH
<br />SUPPLEMENTAL RETIREMENT SYSTEM AND THE FiRE AND POLICE RETIREMENT SYSTEM."
