lZ41 <br /> <br />Ju~o 10. 197~ <br /> <br />to the use of said general revenue sharing funds; and <br /> <br /> ~HEREAS, <br />and the City <br />merit VI; and <br /> <br />a public hearing was held by a <br />Planning Commission on February <br /> <br />joint meeting of Citizens Advisory Committee <br />4, 1975, pertaining to use of funds from Entitle <br /> <br /> }~EREAS, Federal regulations further specify that a copy of each said Planned Use <br />Report be advertised in a newspaper of general circulation within the City of Portsmouth <br />and ~n-a~ t~he ~ews~edim<w~'~hi~-hin this City and general area be advised of the publication <br />of said Planned Use Report and that said Planned Use Report be made available for public <br />inspection at the City Clerk's Office during normal business hours; and <br /> <br /> ~MEREAS, the City Clerk has caused the aforesaid advertisement to be made, the required <br />publicity to be given, and has made the said Planned Use Report available for public in- <br />spection in his office during normal business hours. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby ratify and adopt the Planned Use Report as attached hereto and the <br />expenditure of funds as detailed in said report for Entitlement Period VI (July 1, 197S <br />to June 30, 1976), and that said report be forwarded by the City Manager to the Secretary <br />of the Department of the Treasury. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby directed to make the certificatio <br />required as specified hereinabov'e." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Davis <br />Nays: Holley <br /> <br /> 75-241 - "Consideration of a resolution endorisng the Mental Health and Mental Retarda- <br />tion Services Board's program of services for fiscal year 1975-76. <br /> <br /> The Code of Virginia requires the Mental Health and Mental Retardation Services Board <br />to submit to the Governing Body of each political subdivision a program of community mental <br />health and mental retardation servides for each fiscal year. The program has been reviewed <br />and is subject o minor modifications based on the recommended funding in the General <br />Operating Budget for Mental Health Services. The City Manager goncurs in the recommendation <br />of the Chairman of this Board." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE CITY OF PORTSMOUTH MENTAL HEALTH AND MENTAL <br />RETARDATION SERVICES BOARD'S PROGRAM FOR SERVICES AND FACILITIES FOR <br />FISCAL YEAR 1975-76, SUBJECT TO CERTAIN LIMITATIONS. <br /> <br /> WHEREAS, Section 37.1-197, Code of Virginia, 1950, as amended, requires every Community <br />Mental Health and Mental Retardation Services Board to have approved its plan and budget <br />by the governing body of the political subdivision of which it is an agency; and <br /> <br /> WHEREAS, it is necessary that this Council approve and endorse such a program for <br />the City of Portsmouth; and <br /> <br /> WHEREAS, this Council has reviewed such a program and finds it well adapted to the <br />City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby approve and endorse the Portsmouth Mental Health and Mental Retardation <br />Services Board's Program for services and facilities for fiscal year 1975-76, subject <br />to modification in funding as approved in the 1975-76 operating budget for mental health. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to prepare <br />a certified copy of this resolution to be submitted to the appropriate state agencies." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Davis <br />Nays: None <br /> <br /> 75-242 "The Department of Housing and Urban Development has set forth regulations <br />and procedures for carrying out Section 3 of the housing and Urban Development Act of <br />1968. The purpose of Section 3 of this Act.is to provide employment opportunities for <br />businesses and low income persons in connection with HUD assisted projects. <br /> <br /> The City of Portsmouth is applying for funds from the Department of Housing and Urban <br />Development to continue its Comprehensive Planning Management (CPM) Program for the fiscal <br />year beginning July 1, 1975. Part of the application process involves the acceptance <br />by the Governing Body of this City of Section 3 as described above. Our application for <br />701 Funds to continue our program cannot be considered without the adoption of this resolutioh. <br /> <br /> Because Section 3 of the Housing and Urban Development Act of 1968 also applies to <br />all ~OD assisted programs, I recommend adoption of this resolution." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> <br />
