<br /> WHEREAS, since 1929, the name of the Naval Shipyard has inappropriately and confusingly
<br />been known as the Norfolk Navy Yard and later the Norfolk Naval Shipyard; and
<br />
<br /> [~HEREAS, such confusion should be eliminated by renaming such shipyard as the Portsmout~
<br />Virginia, Naval Shipyard.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it urges that the name of the Naval Yard situate in the City of Portsmouth be changed
<br />more appropriately to the name of the Portsmouth Naval Shipyard.
<br />
<br /> BE IT FURTHER RESOLVED, that the City Clerk is directed to forward copies of this
<br />resolution to appropriate authorities."

<br />75-2~85 "Consideration of a resolution supporting Operation Sail 1976.
<br />
<br /> As part of the bicentennial, more than 100 sailing ships'~.~will visit New York Harbor on
<br />July 4, 1976. Thereafter, certain of these ships will visit various ports of the United
<br />States. The Virginia Independence Bicentennial Commission is endorsing the visit of some
<br />of these ships to the port of Hampton Roads. In addition, the Governor of Virginia has
<br />pledged his support. This resolution endorses and states the City's agreement to parti-
<br />cipate in this joint celebration through the Bicentennial Commission. The City Manager
<br />recommends adoption."

<br /> On motion of Mr. Elliott and seconded by Mr. Early, the following resolution was
<br />adopted, and by the following vote:

<br />"A]~RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH ENDORSING THE PROJECT
<br />ENTITLED, "OPERATION SAIL 1976," IN CELEBRATION OF THE NATION'S INDEPENDENCE
<br />BICENTENNIAL, ENDORSING THE VISIT OF SOME OF THE SHIPS IN "OPERATION SAIL 1976"
<br />TO THE PORT OF HA~MPTO~ ROADS AND SUPPORTING AND AGREEING TO PARTICIPATE IN A
<br />JOINT CELEBRATION WITH THE OTHER CITIES OF EASTERN VIRGINIA IN CONNECTION WITH
<br />THE PROJECT.
<br />
<br /> WHEREAS, in connection with the celebration of the Nation's Independence Bicentennial,
<br />a project entitled, "Operation Sail 1976", has been established in which project the
<br />United States and other countries of the world will participate; and
<br />
<br /> WHEREAS, it is expected that more than one hundred sailing ships along with other
<br />ships, some of other countries, will participate; and
<br />
<br /> WHEREAS, the project-will begin with a transatlantic race that is to culminate
<br />in a parade of ships into New York harbor on July 4, 1976; and
<br />
<br /> WHEREAS, certain of these ships will then depart from New York and will visit various
<br />ports of the United States; and
<br />
<br /> WHEREAS, the Virginia Independence Bicentennial Commission is endorsing the visit
<br />of some of these ships to the Port of Hampton Roads; and
<br />
<br /> WHEREAS, the Governor of Virginia has pledged the support of
<br />Virginia and has requested the cities of Hampton Roads to endorse
<br />jointly participate.

<br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth endorses the visit
<br />of some of the ships in "Operation Sail 1976" to the Port of Hampton Roads.
<br />
<br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth supports and agrees
<br />to participate in a joint celebration along with the other cities of Eastern Virginia
<br />in connection with the project.
<br />
<br />This resolution shall be in effect from and after its adoption.'

<br /> 75-286 "Consideration of a resolution authorizing the City. Manager to convey City-
<br />owned property to Portsmouth Redevelopment and Housing Authority in the Southside I and II
<br />Redevelopment Projects.
<br />
<br /> Under the 1974 Community Development Act, localities are required to continue a main-
<br />tenance of effort in the areas being developed or redeveloped with Community Development
<br />funds. The transfer of this property to the Housing Authority will be used as in-kind
<br />match toward the continuing maintenance of effort on the part of the City. The City Manager
<br />recommends adoption."
