<br /> 75-280 "Consideration of an ordinance amending the Code of the City of Portsmouth
<br />pertaining to refuse container requirements.
<br />
<br /> This amendment will prohibit the use of grease barrels and other overweight-type con-
<br />tainers that, when filled to capBcity, risk injury to sanitation workers when lifting.
<br />Also, it will eliminate hazardous-~ype containers ~hat have exposed edges and no handles.
<br />This permits up to 32-gallon capacity metal containers with no more than 70 pounds total
<br />weight when filled. The City Manager recommends adoption."

<br />VIRGINIA, 1973, PERTAINING TO REFUSE CONTAINER REQUIREMENTS."

<br /> 75-281 "Consideration of an ordinance on first reading to appropriate $93,?86 in the
<br />Federal Grants Fund for the first-year operation of the Portsmouth-Suffolk Alcohol Safety
<br />Action Program.
<br />
<br /> This appropriation will rpovide funding for the first-year operation of the Portsmouth-
<br />Suffolk Alchhol Safety Action Program. Ail funds in this appropriation are provided by the
<br />State Highway Safety Divisionsand will permit Portsmouth and Suffolk to establish operational
<br />programs under the Alcohol Safety Act. This program is a cooperative effort by law enforce-
<br />ment, the judiciary, public health, education, and local community coll~ges to decrease the
<br />incidence of drinking and driving with alternative sanctions to the criminal justice ~yStemf
<br />The City Manager recommends adoption.

<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATBA$~3,786 FROM THE FEDERAL GRANTS FUND FOR THE FIRST
<br />YEAR OPERATION OF THE PORTSMOUTH/SUFFOLK ALCOHOL SAFETY ACTION PROGRAM."
<br />
<br /> 75-282 - "Consideration of a resolution adopting the City of Portsmouth Emergency
<br />Operations Plan.
<br />
<br /> This resolution adopts the City's emergency operations plan that would be used in the
<br />event of a disaster emergency from any cause that would require maximizing its efforts in
<br />the preservation of life and property. The City Manager recommends adoption."
