L54 <br /> <br />July 8. 1975 <br /> <br /> 75-272 "Consideration of an ordinance on first reading to appropriate $37,500 from the <br />Federal Grants Fund for economic planning. <br /> <br /> This appropriation will provide, the necessary funds to enable the City to undertake <br />economic development planning in cooperation with the City of Norfolk £or the area that has <br />been designated as an economically depressed section. The ~otal amount of the planning assis- <br />tance grant is $75,000 and this appropriates 1/2 of the total allocation, the other 1/2 being <br />allocated to the City of Norfolk. The City Manager recommends adoption. (Map)" <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $37,500 FROM THE FEDERAL GRANTS FUND TO PROVIDE <br />FOR ECONOMIC DEVELOPMENT PLANNING ASSISTANCE IN ACCORDANCE WITH SECTION 302(a) <br />OF TITLE III OF THE PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1965, Ag AMENDED." <br /> <br /> 75-273 "Consideration of an ordinance on first reading to appropriate $15,863 from the <br />Federal Grants Fund for the Summer Recreation Support Program. <br /> <br /> This appropriation will provide the funds to enable the City of Portsmouth to operate <br />a support program to the Summer Youth Program currently in operation. The monies in this ap- <br />propriation will fund administration, equipment, transportation and cultural service costs of <br />operating the Summer Youth Program. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE ~15,863 FROM THE FEDERAL GRANTS FUND FOR THE SUMMER <br /> RECREATION SUPPORT PROGRAM." <br /> <br /> 75-274 "Consideration of an crdinance on first re~ding to appropriate <br />Capital Improvement Fund for engineering fees for public improvements to the <br />for capital projects, Priorities 3 and 4. <br /> <br />$30,000 from the <br />waterfront, and <br /> <br /> This appropriation will provide the necessary funds for the engineering design and survey <br />required for the improvements to the waterfron project, drainage priority ~3, and street im- <br />provement priorities ~3 and #4. A copy of the project titles and location for those items in- <br />cluded in this appropriation are attached for your information. The City Manager recommends <br />adoption. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING FEES FOR PUBLIC IMPROVEMENT FOR WATERFRONT AND FOR CAPITAL IMPROVE- <br />MENT PRIORITIES 3 AND 4." <br /> <br /> 75-275 "Consideration of an ordinance on first reading to appropriate $36,000 from the <br />General Revenue Sharing Trust Fund in the category of drainage and street ~mprovements, to <br />the Capital Improvement Fund. <br /> <br /> This appropriation will provide the necessary dollars to the Capital Improvement Fund <br />for the engineering cost for preliminary design ~f the #2 drainage priority and the #2 and. <br />#5 drainage priorities and dredging project. A copy of the projects and location is attached <br />for your information. The City Manager recommends adoption.' <br /> <br /> On motions~?fMr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $36,000 FROM THE GENERAL REVENUE SHARING TRUST <br /> FUND IN THE CATEGORY OF DRAINAGE AND STREET IMPROVEMENTS, TO THE CAPITAl IMPROVE- <br /> FUND." <br /> <br /> 75-276 "Consideration of an ordinance on first reading to appropriate $36,000 from the <br />Capital Improvement Fund for Priorities ~2 and #5 drainage improvements. <br /> <br /> This is a companion appropriation which provides the necessary funds from the General <br />Revenue Sharing Trust Fund for funding the projects outlined above. The ~ity Manager recom- <br />mends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> YAN ORDINANCE TO APPROPRIATE $36,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> PRIORITY TWC AND FIVE DRAINAGE IMPROVEMENTS." <br /> <br /> 75-277 - "Consideration of an ordinance to amend the Classification'and Pay Plan by a'ddini <br />thereto a uniform allowance. <br /> <br /> This ~iferm allowance was previously administered Under an administrative policy direc- <br />tive but is now being incorporated as part of the Classification and Pay Plan. The City has <br />been furnishing three changes of uniforms per week at no cost to the employee for the past <br />two years, This only applies to those employees who are required to wear uniforms excluding <br />the Fire and Police. Tke City Manager recommends adoption. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was adopted <br /> <br /> <br />
