2_66 <br /> <br />July 22~ 1975 <br /> <br /> 75-310 "Consideration of an ordinance on first reading to appropriate $2,000,000 from <br />the Capital Improvement Fund for the construction of the Churchland Primary School. <br /> <br /> This appropriation will provide the necessary funds for the construction of the Church- <br />land Primary School and will bring the total appropriation to date to $2,26?,000. The <br />estimated construction time for this project is 13 months and due to cmsh flow to the con- <br />tractor, during this period of time, it is necessary that $2,000,000 be appropriated at this <br />time. The base contract has been negotiated down to $2,002,149. The total cost of the school <br />including land costs, off%site drainage, street improvements, equipment, architect and engi- <br />neering fees totals $2,440,149; which is within the 2.5 Million dollars~recommended by the <br />Finance Commission. The City Manager recommends approval on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,000,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> M L" <br />THE CONSTRUCTION OF CHURCHLAND PRIMARY SC OO ~ <br /> <br /> 75-311 "Consideration of an ordinance amending Subsection C of Section 35-224 of the <br />City Code pertaining to persons who are eligible for exemption of real estate taxes for <br />certain elderly people. <br /> <br /> This will permit ~lderly property owners who a~e hospitalized or institutionalized for <br />medical reasons to be eligible for tax relief for the elderly and exempted from the occupancy <br />requirement. This will only apply for property that is unoccupied by the owner du~ing the <br />period of time that the eligible owner is hospitalized. The City Manager recommends adoption <br /> <br /> On mO¢ion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SUBSECTION (c) OF SECTION 35-224 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO THOSE PERSONS WHO ARE ELIGIBLE <br />FOR EXEMPTION OF REAL ESTATE TAXES FOR CERTAIN ELDERLY PEOPLE." <br /> <br />Ayes: Barnes, Early, Etliott, Oast, Davis <br />Nays: None <br /> <br /> 75-312 "Consideration of an ordinance to amend the City Code pertaining to weeds, <br />debris, and inoperative vehicles. <br /> <br /> This ordinance will provide an improved definition for"public nuisance" regarding weeds, <br />debris, and abandoned automobiles inspection and clearance. This ordinance also permits a <br />nuisance abatement lien to be utilized in the clearance and disposition of weeds and debris. <br />The City Manager recommends adoption." <br /> <br />Mr. Robert Gray, President of Cradock Property Owners, spoke. <br />Mr. Edward Pool, representing Federation of Civic Clubs, spoke. <br /> <br />Motion of Mr. Barnes and seconded by Mr. Elliott, to adopt the following ordinance: <br /> <br />"AN ORDINANCE TO AMEND AND REORDAIN THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />BY AMENDING CHAPTER 39 THEREOF PERTAINING TO WEEDS, DEBRIS.AND INOPERATIVE VEHICLES." <br /> <br /> Substitute motion of Mr. 0asr and seconded by Mr. Barnes, to amend the ordinance that <br />Sections 39-6, 39-7, 39-8 to insert the word "may" instead of "shall", was defeated by the <br />follow~ing vote: <br /> Ayes: Oast <br /> Nays: Barnes, Early, Elliott, Davis <br /> <br /> The above ordinance, as presented, w~s adopted ~n~f~rs~~ ~i~el rea~ling, and by the <br />following vote: <br /> <br /> Ayes: Barne%, <br /> Nays: Oast <br /> <br />Early, Ellfott, Davis <br /> <br /> 75-313 - "Consideration of an ordinance to close a portion of Queen Street between <br />Mt. Vernon and Florida Avenue. <br /> <br /> This was requested by the Portsmouth Redevelopment and Housing Authority to permit the <br />construction of the 42 townhouses between High Street and Lofidon Boulevard. (Map) The <br />viewers have recommended this portion of Queen Street be closed. A copy of their report is <br />attached. The City Manager recommends adoption. <br /> <br /> On motion of Mr. E~rly and seconded by",M~. Elliott, the following ordinance was adopted <br />on first and final read~ng, and by the foil%wing ¢6te <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF QUEEN STREET BETWEEN MT.
