R-S9. <br /> <br /> This amendment will change the available land use for a single parcel in the western <br />portion of the project near the Portsmouth Stadium from parking to commercial use. (Map) <br />The change in the land use is consistent with the adjacent development and can facilitate <br />the marketing of this property for the Housing Authority. The Planning Commission has re- <br />commended approval of this amendment. A cop)- of their approval letter is attached for your <br />information. This permitted a 1 to 3 step promotion whereas, the current <br />ordinance has specified a 2 step meqm~m~ment. This amendment will permit the~City Manager <br />or his designee to give steps for promotion based on service, number of grades being pro- <br />moted, etc. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the followiBg was a~dpted on first and <br />final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION S OF THE CLASSIFICATION AND PAY~PLAN, <br />ORDINANCE (197S-81) PERTAINING TO PROMOTIONS." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 75-517 "Consideration of a resolution u~ging the approval of recommendations amending <br />the Virginia Area Development Act. <br /> % <br /> A draft bill has been submitted by the Virginia Area Development Act for commitments <br />of the governing bodies of the Planning District Commission members, The amendment provides <br />for a greater proportion of the members of the PlanningDDistrict Commission to be elected <br />officials, if the localities so choose. Also provides a new section which will permit the <br />Planning District Commission to provide certain public services if it is requested to do so <br />by two or more localities. There are several reservations concerning the powers and duties <br />proposed for the Planning District Commissions; however, all of the proposed amendments <br />explicitely state that these items can only be accomplished with approval of each member <br />locality.
