<br /> 75-315 "Consideration of a resolution approving an amendment to the Redevelopment Pla~
<br />for the Northside Redevelopment Project VA. R-S9.
<br />
<br /> This amendment will change the available land use for a single parcel in the western
<br />portion of the project near the Portsmouth Stadium from parking to commercial use. (Map)
<br />The change in the land use is consistent with the adjacent development and can facilitate
<br />the marketing of this property for the Housing Authority. The Planning Commission has re-
<br />commended approval of this amendment. A cop)- of their approval letter is attached for your
<br />information. The City Manager recommends adoption."

<br /> WHEREAS, this Council by resolution adopted ~ugust 92 1966, approved ~he Redevelopment
<br />{la~_fo~ t~e Noy~h~i~e R?devetopment Project, No. ~, Va. R~$,Portsmouth, V~rginia, adopted
<br />Dy ~ne ~ortsmou~n KeaeveAopment and Housing Authority; and -
<br />
<br /> ~EREAS, by resolution duly adopted July 22, 1975, said Portsmouth Redevelopment
<br />and Housing Authority adopted Amendment No. 5 to said Plan; and
<br />
<br /> WHEREAS, the amendment has been carefully reviewed by this Council and said Redevelop-
<br />ment Plan, as amended, conforms to the general plan for development of the City as a
<br />whole; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and
<br />its inhabitants that said Amendment be approved.

<br />that said Redevelopment Plan, as amended, dated July, 1975, for the aforementioned
<br />having been duly reviewed and considered is hereby approved~

<br /> 75-516 "Consideration~of an ordinance to_amend the Classification and Pay Plan ordi-
<br />nance pertaining to promotions.
<br />
<br /> The previous Classification and Pay Plan permitted a maximum of a 3 step promotion for
<br />all personnel being promoted. This permitted a 1 to 3 step promotion whereas, the current
<br />ordinance has specified a 2 step meqm~m~ment. This amendment will permit the~City Manager
<br />or his designee to give steps for promotion based on service, number of grades being pro-
<br />moted, etc. The City Manager recommends adoption."

<br />ORDINANCE (197S-81) PERTAINING TO PROMOTIONS."

<br /> 75-517 "Consideration of a resolution u~ging the approval of recommendations amending
<br />the Virginia Area Development Act.
<br /> %
<br /> A draft bill has been submitted by the Virginia Area Development Act for commitments
<br />of the governing bodies of the Planning District Commission members, The amendment provides
<br />for a greater proportion of the members of the PlanningDDistrict Commission to be elected
<br />officials, if the localities so choose. Also provides a new section which will permit the
<br />Planning District Commission to provide certain public services if it is requested to do so
<br />by two or more localities. There are several reservations concerning the powers and duties
<br />proposed for the Planning District Commissions; however, all of the proposed amendments
<br />explicitely state that these items can only be accomplished with approval of each member
<br />locality. The City Manager recommends adoption." (Attachment)
