i78 <br /> <br />August 12. 1975 <br /> <br />conjunction with the Army Corps of Engineers in an economic impact study of the raising of <br />Craney Island; also, urging the Governor to request the ownership of Craney Island be resolved <br />at this time rather than when an alternative disposal site is selected. <br /> <br /> The Craney Island Study Commission has recommended that an economic impact study be made <br />by the Commonwealth of Virginia in conjunction with the Army Corps of Engineers to determine <br />the effect of raising the present Craney Island Disposal area. Federal regulation requires <br />such an economic study to have been accomplished. ~n addition, it is imperative for future <br />planning of the City of Portsmouth to have finally determined that Craney Island is a part <br />of the City of Portsmouth. The City Manager recommends adoption. ' <br /> <br />Motiom~of Mr. Barnes and seconded by Mr. Elliott, to adopt the resolution. <br /> <br /> Substitute motion of Mr. Wentz and <br />the City Attorney incorporate language <br />those agencies to report, the following <br />ing vote: <br /> <br />seconded by Mr. Elliott, to amend the resolution that <br />in the resolution reguesting extension in the time for <br />resolution was adopted as amended, and by the follow- <br /> <br />"A RESOLUTION STREN~OOUSLY URGING THE GOVERNOR OF THE CO?~{MONWEALTH OF VIRGINIA <br />TO REQUEST THE STATE DIVISION OF INDUSTRIAL DEVELOP}4ENT TO PARTICIPATE IN CON- <br />JUNCTION WITH THE AP~MY CORPS OF ENGINEERS IN AN ECONOMIC I>4~PACT STUDY OF THE <br />RAISING OF CRANEY ISLAND; AND ALSO URGING THE GOVERNOR TO SEEK THE DETERMINATION <br />OF THE DISPOSITION OF THE TITLE TO CRANEY ISLAND AT THIS TIME, RAT~R THAN, WHEN <br />AND IF, AN ALTERNATIVE DISPOSAL AREA iS SELECTED. <br /> <br /> h2iEREAS, <br />of Engineers' <br /> <br /> }FHEREAS, <br />mouth; and <br /> <br />in the normal pr?cedure, the Co~onwealth of Virginia is reviewing the Army Corp~ <br />recommendation that the Craney Island Disposal Area be raised; and <br /> <br />Craney Island is situate within the geographical boundaries of the City of Port <br /> <br /> WHEREAS, the Council of the City of Portsmouth is convinced that the development of Crane) <br />Island as an industrial area is essential and vital to the economic, social and general welfar~ <br />of the City of Portsmouth and the Commonwealth of Virginia; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has steadfastly, on three <br />sions, expressed by resolution, its opposition to the Army Corps of Engineers' <br />Craney Island Disposal Area; and <br /> <br />different occa- <br />plan to raise <br /> <br /> WheREAS, the Council of the City of Portsmouth is convinced that the Army Corps of Engi- <br />neers in preparation of the Craney Island Disposal Area Survey Study, did not meet the mandate <br />required by Federal Regulations to study the economic impact to the City of Portsmouth, Tide- <br />water Virginia, the Commonwealth of Virginia and the nation as a whole. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth strenuously urg~ <br />the Governor of the Commonwealth of Virginia, to request the State Division of Industrial De- <br />velopment to participate in conjunction with the Army Corps of Engineers in an Economic Impact <br />Study of the raising of Craney Island as required by Federal Regulations. <br /> <br /> BE IT FURTHER <br />the disposftion of <br />ternative Disposal <br /> <br />RESOLVED, that the Governor is further urged to seek the determination of <br />the Title to Craney Island at this time, rather than, when and if, an al- <br />Area is selected. <br /> <br /> BE IT FURTHER RESOLVED that the Governor is requested to extend the scheduled review pre- <br />sently being coordinated by the Council on the Environment to allow sufficient time for th~ <br />State Division of Industrial Development to make the economic impact study requested herein. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is directed to forward copies of this <br />resolution to the appropriate authorities.'* <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> ~illiam H. Blackwell, Jr., Chairman, Craney Island Study Commission, spoke. <br /> ?S-338 - "Consideration of a resolution authorizing the City Manager to convey City-owned <br />property to the Portsmouth Redevelopment and Housing Authority located in the Community Develo <br />menr projects designated Southside I and II. <br /> <br /> These parcels will enable the City of Portsmouth to meet its maintenance of effort requir <br />ments in accordance with the rules and regulations of the Community Development Act. Said <br />parcels are no longer needed by the City of Portsmouth. The City Manager recommedds adoption." <br /> <br /> On motionc~of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted, <br />and by the following vote: <br /> <br />':A RESOLUTION AUTHORIZING THE CI~IY ~NAGER' TO CONVEY CITY OILED PROPERTY TO THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY IN CO~,~UNITY DEVELOPMENT PROJECTS <br />DESIGNATED AS SOUTHSIDE I AND ti. <br /> <br /> WHEREAS, the City of Portsmouth desires to convey to the Portsmouth Redevelopment <br />Housing Authority certain parcels of property which are hereinafter described; and <br /> <br /> WHEREAS~ the said parcels are no longer needed by the City of Portsmouth; and <br /> <br />and <br /> <br /> <br />
