August 12~ 1975 <br /> <br /> 75~333 - "Consideration of a resolution,~.authorizing the transfer of a parcel of land of <br />approximately 1.35 acres on Elmhurst Lane to Portsmouth Industrial Development Authority for <br />consideratian of $4,000 per acre. <br /> <br /> This piece of property is located off the Elmhurst Lane industrial access road in the <br />Hattonsville area of the City. The City previously transferred property to the Industrial <br />Development Authority for thegshared laundry site at $4,000 per acre. The Portsmouth Indus- <br />trial Development Authority has requested this parcel be transferred in order that it may be <br />utilized for economic develppment. A copy of their request is attached for your information. <br />The City ~4anager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted, <br />and by the following vote: <br /> <br />~A RESOLUTION AUTHORIZING THE TRANSFER OF A PARCEL OF LAND CONSISTING OF <br />1.35 ACRES ON ELMHURST LANE TO THE PORTSMOUTH INDUSTRIAL DEVELOPMENT AUTHORITY <br />FOR THE CONSIDERATION OF $4000. PER ACRE.~ <br /> <br />~{EREAS, Elmhurst Lane has been planned and developed to be an industrial access road; <br /> <br />and <br /> <br /> I~EREAS, the Portsmouth Industrial Development Authority has requested that the parcel <br />of 1.35 acres on Elmhurst Lane be deeded to the Portsmouth Industriaf Dvelopment Authority. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it authorizes the transfer of a parcel of land consisting of 1.35 acres on Elmhurst <br />Lane to the Portsmouth Industrial Development Authority for the consideration of Four Thousand <br />and No/1OO ($4,000.) Dollars per acre." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-334 <br />allocations <br />the termini <br /> <br /> "Consideration of a resolution urging certain cancelled interstate highway <br />to be reallocated to the proposed additional tunnel and bridge which will connect <br />of 1-264 situated in Norfolk and Portsmouth. <br /> <br /> The City Council has previously endorsed the Commissioner of the Virginia Depar~tment of <br />Highways' proposal to have a third crossing of the Elizabeth River included in the Federal <br />interstate highway system. This resolution is urging that the Commissioner consider the <br />realtocationoof the interstate mileage to this project. The City Manager recommends adoption. <br /> <br />Motion of Mr. Barnes and seconded by Mr. Oast to adopt the resolution. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. }~lley, to amend tke resolution to <br />adopt the words that were used in a simila'r resolution adopted by State Study Commission, <br />the following ~esolution was adopted as amended, and by the following vote: <br /> <br />"A RESOLUTION URGING CERTAIN CANCELLED INTERSTATE HIGHWAY ALLOCATIONS TO BE <br />REALLOCATED TO THE PROPOSED ADDITIONAL TUNNEL AND BRIDGE WHICH WILL CONNECT <br />THE TER~4INI OF 1-264 SITUATED IN NORFOLK AND PORTSMOUTH. <br /> <br /> WF~REAS, the City of Portsmouth by resolution dated May 13, <br />of the Virginia Commissioner of Highways and Transportation~for <br />1-264 situate in the cities of Norfolk and Portsmouth; and. <br /> <br />1975, has supported proposal <br />connecting the termini of <br /> <br /> WHEREAS, the U. S. Secretary of Transportation has withdra~ federal support for a <br />segment of approximately ten (10) miles of interstate highway in northern Virginia; and <br /> <br /> ~EREAS, the Virginia Commissioner of Highways and Transportation may now seek to reallo- <br />cate these ten (IO) miles of interstate highway. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the Virginia <br />Commissioner of Highways and Transportation is ardently urged to reallocate certain cancelled <br />interstate highway to the proposed additional tunnel and bridge which will connect the termini <br />of 1-264 situate in the cities of Norfolk and Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the Virginia Commissioner of Highways and Transportation <br />is urged to take such steps as necessary to reallocate certain cancelled interstate highways <br />to complete other gaps in the interstate system in the Hampton Roads area. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of this resolu~ <br />tion to the appropriate federal and state authorities.'~ <br /> <br />Ayes: Barnes, Early, glliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-335 "Consideration of a resolution directing the Treasurer of the City of Portsmouth <br />to refund ~9,656.75 to FinanceAmerica as a result of an erroneous assessment. <br /> <br /> It is requested that this authorization be made for a refund witAout interest since the <br />erroneous assessment has been made as a result of incorrect information provided by the tax- <br />payer. The license tax for the City of Portsmouth specifies taxes will be based upon gross <br />receipts and this assessment has been made on gross receivables furnished by the s~bject <br />corporation. The City Manager recommends adoption.~' <br /> <br /> <br />
