Morris, 216 Webster Avenue, spoke for clarification of newspaper story as to <br />monthly bills for water consumers, present system of reading water meters and identical <br />bills for at least 3 readings. <br /> <br /> Motion of Mr. Ear]}- and seconded b~ Mr. Barnes, the matter to be tabled until a report <br />can be made regarding identical reading of water Bills received by a customer over a period <br />of time, was adopted by unanimous vote. <br /> <br /> 75-329 - "Consideration of an ordinance on first reading to appropriate $20,680 from the <br />General Fund to the Portsmouth Public LiS rary for books and equipment. <br /> <br /> This appropriation is for the increase in State funds that have been allocated to the <br />City of Portsmouth for the purckase of library books and equipment. The 1975-76 Operating <br />Budget includes an estimate of $14,000 &n funds to be received from the State and the amount <br />approved by the State is $34,679. This appropriates the increase in State funds of $20,679. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and ~econded. h¥ Mr. Early, the following'ordinance was approved <br />on first-read,nE, and ~'Unani~o~t'e: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,680 FROM THE BENERAL FUND TO THE PORT-SMOUTH <br />PUBLIC LIBRARY FOR BOOKS AND EQUIPMENT." <br /> <br /> 75-330 "Consideration of an ordinance amending the City Code relating to the manner <br />of registration of bicycles; registration fees; penalties and impoundment. <br /> <br /> This ordinance is designed to have muniform procedure for registration of bicycles in <br />the Tidewater area. The City of Norfolk has previously adopted same. This ordinance pro- <br />scribes for the registration of bicycles, issuance of decals at the time of sale of new or <br />used bicycles. It provides for transfer of ownership and replacement of decals and estab- <br />lishe~ a new fee of $2.00. The City Manager recommends adoption." <br /> <br /> David Taylor, 325 Dinwiddie Street, spoke.regarding procedure and presented suggestions <br />and education program. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, the matter to be tabled until an edu- <br />cational program e~n be implemented and a check made with other cities, was adopted by <br />unanimous vote. <br /> <br /> 75-331 "Consideration of an ordinance to amend <br />charged persons living outside the City of Portsmouth <br />the fee for truckhauling wastes from septic tanks. <br /> <br />the City Code pertaining to sewer fees <br />and the City of Suffolk and reducing <br /> <br /> The rate for septic tank disposal was established in May based on the proposed rates <br />to be charged by Hampton Roads Sanitation District. Since that time, Hampton Roads has <br />retreated from their proposed rate and adopted a rate of ~4.00 per 500 gallons. This amend- <br />ment will bring Portsmouth's rates in line with those that went into effect for Hampton Roads <br />August 1. Also, this amendment permits the City to charge residents outside the City limits <br />the same rate for sewage treatment that is currently being charged by Hampton Roads. The <br />City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 38-??(b) OF SAID CODE PERTAINING TO FEES FOR SEWERS AND SEWERE <br />AGE DISPOSAL AND SECTION 38-?9 OF SAID CODE PERTAINING TO CHARGES FOR TRUCK- ~ <br />HAUL WASTE FROM SEPTIC TANKS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-332 "Consideration of an ordinance to amend the City Code by adding a new article <br />establishing the Portsmouth Emergency Medical Service Advisory Commission. <br /> <br /> This proposed commission will be charged with the responsibility to advise the City <br />Council as to the needs within the City of Portsmouth for emergency medical services. The <br />City of Portsmouth is a member of the Tidswater Regional Emergency Medical Services and this <br />commission is being established to coordinate with the regional agency in developing emergenc] <br />medical service needs for our City. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ADDING TO CHAPTER 2 THEREOF A NEW ARTICLE ESTABLISHING THE PORTSMOUTH <br />EMERGENCY MEDICAL SERVICE AD¥ISORY COMMISSION." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Went~, Davis <br />Nays: None <br /> <br /> <br />
