August 12~ 1975 <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 75-324 - "Consideration of an ordinance on first reading to appropriate ~250,000 from <br />the Federal Grants Fund for sidewalk replacement project in Olde Towne. <br /> <br /> This appropriation will provide the necessary funds to enable the City of Portsmouth to <br />undertake a sidewalk replacement and construction p~oject in the Olde Towne area. This pro~ <br />ject is being funded through Title X of 'the Public Works Economic Development Act of 1974 and <br />will provide for the replacement of approximately 30,000 linear feet of brick sidewalk in Old~ <br />Towne. This appropriation includes $200,000 in Federal funds and ~50,000 in local funds re- <br />quired as a cash match. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> 'AN ORDINANCE TO APPROPRIATE $250,000 FROM THE FEDEP~L GRANTS FUND FOR A <br /> 75-32gSIDEWALK- REPLACEMENT,,conszderation. PROJECT of an IN ordinance OLDE TOWNE.'on first reading to appropriate $160,643 from <br /> the Federal Grants Fund for the continued operation of the PortsmoUth ~rug-Free Center Project. <br /> <br /> This appropriation will provide the necessary funds ~o enable the Portsmouth Drug~F~ee <br />Center to continue operations for one year. This appropriation consists of $150,460 in Federa~ <br />funds and $8,979 in local funds which were p~eviously appropriated as part of the Mental Healt <br />~B~dg~t~for 1975-76. Also, there is ~1,250 in private contributions included in this total. <br /> The ~Manager recommends adoption on first reading.~' <br /> <br /> On motion of Mr. Barnes-and seconded by Mr.Elliott, the following ordinance was approved <br /> on first reading, and ~y unanimo~ Yore: <br /> <br /> 'AN ORDINANCE TO APPROPRIATE $~60~6~ FRO~.THE FEDERAL GRA~TS FUND FOR THE <br /> <br /> 75-326 "Consideration of an ordinance on first reading to apprppriate $300,163 from <br /> the Federal Grants Fund for the operation of a Comprehensive Human Services Deliver~ and <br /> Information System. <br /> This appropriation will provide the necessary funds to enable the City of Portsmouth <br /> to finalize design and ~egin implemantation of an integrated Human Services Delivery System. <br /> The first year's initia~ design has been completed and ~peci£ications developed for implemen- <br /> tation during ~he second year. The system is designed to provide for single client entry <br /> and eligibI~ point and be tracked through all the agencies required to deliver these services. <br /> The City ~anager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the foll~-~ing ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $300,163 FROM THE FEDEP~AL GRANTS FUND FOR THE <br />OPERATION OF A COMPREHENSIVE HUMAN SERVICES DELIVERY AND INFO~4ATION SYSTEM." <br /> <br /> 75-327 "Consideration of an ordinance on first reading to.appropriate ~90,000 from the <br />Capital Improvement Fund for mechanical and structural repairs of the West Norfolk Bridge. <br /> <br /> This appropriation will provide the necessary funds to make the structural and mechanical <br />repairs to the West Norfolk Bridge ~hich are required for a safe Z-ton load limit. The con- <br />struction will. consist df repairs to 49 bents, abutment repairs, cross supports, and mechanica <br />repairs to the gears in the draw span. The repairs outlined will make the bridge safe for a <br />3-ton toad limit for a period of 3 years. The estimated cost to repair the ~alkways would ~e <br />approximately $30,000 and I do not recommend ~he expenditure for this repair. The City Manage <br />recommends adoption on first regding. <br /> <br /> On motion of Mr. ~rnes and seconded by ~r. Elliott, the following ordinance ~as approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $90,000 FROM THE CAPITAL IMPROVEMEN~ FUND FOR <br />MECHANICAL AND STRUCTURAL REPAIR OF THE WEST NORFOLK BRIDGE." <br /> <br /> 75-328 - "Consideration of an ordinance on first reading to appropriate $105,000 from <br />the Public Utility Fund for personnel, printing, and postage costs for the ~onvers~9~ from <br />quarterly to monthly billings for water, sewage and refuse collection. <br /> <br /> The City has been billing for water, sewage treatment, sewage maintenance, utility tax <br />and refuse collection fees on a quarterly basis. A quarterly bill based on a median con- <br />sumption of $36,000 gallon~ ~ould be ~64.20 for all categories listed above. Under the <br />proposed monthly billing system, using the same median consumption, the monthly bill for all <br />categories will be $21.43. We have been reading approximately 10,000 meters per month on a <br />1/3 billing system. The proposed change will require that al~ 30,000 meters be read and <br />billed on a monthly basis. This appropriation will provide the necessary funds for the addi- <br />tional personnel, the additional bills and postage~ It is estimated a one-time windfall in <br />revenue ~f $250,000 will ~e accomplished through the conversion to.the monthly billing system. <br />The City Manager recommends adoption o~nfirst reading. <br /> <br /> <br />
