<br />Russell Townsend, Attorney, representing Seaguard Corporation, spoke.
<br />The following citizens spoke against the petition:

<br />The following report from the City Manager was presented:
<br />
<br /> "At the City Council meeting of May 27, under item 75~2~$,a resolution was considered
<br />relative to the closing of a portion of Jarman Avenue. Action on this resolution was deferre
<br />ati~hA~etime. This is a paper street between Seaguard and Garwood Avenues and closing
<br />is recommended. The City Manager was requested to investigate the opening of Seaguard
<br />Avenue from Bedford Court to Greenwood Drive and closing a portion of Bedford Court and
<br />a portion of Garwood Avenue to effect a traffic pattern for trucks at the request of resident
<br />in this area. Reports have been received from appropriate Department Heads who recommend
<br />that Seaguard Avenue not be extended and portions of Bedford Court and Garwood Avenue not
<br />be closed. In lieu of this action it is recommended that a truck route on Seaguard Avenue,
<br />Bedford Court and Garwood Avenue be established to eliminate trucks going through the residen
<br />tial area. This truck route would be down Seaguard Avenue to Bedford Court between Seaguard
<br />and Garwood, down Garwood to Greenwood Drive and out. If Seaguard Avenue were extended
<br />to Greenwood Drive, the close proximity of two intersections would create a two hundred
<br />foot area with two bad intersections and would definitely create traffic hazards so close
<br />to a railroad. Ail truck traffic in the industrial zone would then be exiting here to
<br />get onto the interstate when it is developed.
<br />
<br /> Under the Greenwood Drive Interchange Project, Seaguard Avenue is to be extended east
<br />for a short distance then turn right going over the railroad tracks and deadend. The City
<br />of Chesapeake will pick up here and run an industrial access road west to Military Highway.
<br />The Public Works Department has plans to improve Seaguard Avenue from its intersection
<br />with Bedford Court to the Seaguard Plant. For a relatively small cost asphalt overlay
<br />could be placed on Bedford Court to its intersection with Garwood Avenue from Bedford Court
<br />to Greenwood Drive. This would provide adequate pavement for truck useage.
<br />
<br /> I concur in the recommendations of the Traffic Engineer and other Department Heads
<br />that this problem be solved by creating the recommended truck route.
<br />
<br /> A letter has been received by the City Attorney stating that the Seaguard Corporation
<br />agrees to screen their proposed warehouse and all buildings on the new area as well as
<br />to plant trees to form an additional screen to the old M2 zoned area now being used."

<br /> On motion of Mr. Wentz and seconded by Mr. Eltiott, the ordinance was adopted, and by
<br />the following vote:
