Vance, 206 Jarman Avenue
Mrs. Thomas K. Baltard, 4009 Garwood Avenue
Thomas K. Ballard, 4009 8arwood Avenue
Mrs. Lester D. Pkelps, 4009 Garwood Avenue
(20 or 25 citizens were present opposing the petition)

The following report from the City Manager was presented:

"At the City Council meeting of May 27, under item 75~2~$,a resolution was considered
relative to the closing of a portion of Jarman Avenue. Action on this resolution was deferre
ati~hA~etime. This is a paper street between Seaguard and Garwood Avenues and closing
is recommended. The City Manager was requested to investigate the opening of Seaguard
Avenue from Bedford Court to Greenwood Drive and closing a portion of Bedford Court and
a portion of Garwood Avenue to effect a traffic pattern for trucks at the request of resident
in this area. Reports have been received from appropriate Department Heads who recommend
that Seaguard Avenue not be extended and portions of Bedford Court and Garwood Avenue not
be closed. In lieu of this action it is recommended that a truck route on Seaguard Avenue,
Bedford Court and Garwood Avenue be established to eliminate trucks going through the residen
tial area. This truck route would be down Seaguard Avenue to Bedford Court between Seaguard
and Garwood, down Garwood to Greenwood Drive and out. If Seaguard Avenue were extended
to Greenwood Drive, the close proximity of two intersections would create a two hundred
foot area with two bad intersections and would definitely create traffic hazards so close
to a railroad. Ail truck traffic in the industrial zone would then be exiting here to
get onto the interstate when it is developed.

Under the Greenwood Drive Interchange Project, Seaguard Avenue is to be extended east
for a short distance then turn right going over the railroad tracks and deadend. The City
of Chesapeake will pick up here and run an industrial access road west to Military Highway.
The Public Works Department has plans to improve Seaguard Avenue from its intersection
with Bedford Court to the Seaguard Plant. For a relatively small cost asphalt overlay
could be placed on Bedford Court to its intersection with Garwood Avenue from Bedford Court
to Greenwood Drive. This would provide adequate pavement for truck useage.

I concur in the recommendations of the Traffic Engineer and other Department Heads
that this problem be solved by creating the recommended truck route.

A letter has been received by the City Attorney stating that the Seaguard Corporation
agrees to screen their proposed warehouse and all buildings on the new area as well as
to plant trees to form an additional screen to the old M2 zoned area now being used."

On motion of Mr. Wentz and seconded by Mr. Eltiott, the ordinance was adopted, and by
the following vote:

Ayes: Early,
Nays: Barnes
Abstaining: Oast

Eltiott, ~o!ley, Wentz, Davis

75-~23 ~m motion of Mr. Barnes and secondedhby Mr. Early, the following ordinance
was adopted on first and finat~=eading, and by the following vote:

"AN ORDINANCE TO CLOSE A PORTION OF JARGON AVEN~E BETWEEN SEAGUARD AVENUE
AND GARWOOD AVENUE."

74-S01
adopted on

Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis
Nays: N~ne

On motion:of Mr. Wentz ~nd seconded by Mr. Early, the following ordinance was
first and final reading, and by the following vote:

"AN ORDINANCE CLOSING A PORTION OF SOUTHERN AVE~E BETWEEN PAGE STREET AND
HILL AVE~E.
