<br /> At a Regular Meeting of the City Council on Tuesday, April 27, 1999,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.

<br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on April 7, 1999, a Called Meeting on April 13, 1999, a Regular Meeting
<br />on April 13, 1999, and a Called Meeting on April 20, 1999, and was adopted by
<br />unanimous vote. (Mr. Moody abstained due to being absent April 13, 1999).

<br />99 - 97 - Presentations:
<br />
<br />Proclamation presented to Captain Brenda M. Lundy for "D.A.R.E. Family Day".
<br />
<br />Proclamation presented to Adelaide Eberly for "Arbor Day".
<br />
<br />Proclamation presented to Vincent Hamilton for "Special Olympics Day".
<br />
<br />Proclamation presented to Faith Guiterrez for "National Music Week".
<br />
<br />Presentation of contribution checks to organizations on behalf of the 1999
<br />Portsmouth Invitational Tournament Committee.
<br />
<br />- Public Hearing -
<br />
<br />99 - 98 - Public hearing on proposed increases to the water and sewer rates, the
<br />stormwater rates, and on high collections of real estate taxes due to increases in
<br />assessment.
<br />
<br />There were no speakers.
<br />
<br />99 - 99 - Public hearing on a proposed resolution to authorize the City to contract a debt
<br />and issue general obligations of the City in the form of General Obligation Public
<br />Improvement Bonds or, in anticipation of issuance thereof, General Obligation Public
<br />Improvement Bond Anticipation Notes, in the principal amount of $5,200,000 to finance
<br />the costs of various public improvement projects.
<br />
<br />1. Raleigh Harsley, 2124 Peach Street, President of Lee Ward Civic League, requested
<br />money for area between Portsmouth Boulevard, Elm Avenue and Peach Street. He
<br />also noted that the sidewalk on Green was Street not completed.
<br />
<br />- Unfinished Business -
<br />
<br />99 - 85 - Use permit applications:
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following
<br />resolution, and was adopted by the following vote:

<br />"RESOLUTION GRANTING A USE PERMIT TO CHARLES AND BRENDA
<br />HONEYCUTT FOR THE CONVERSION OF AN EXISTING NON-RESIDENTIAL
<br />STRUCTURE INTO A TWO-FAMILY DWELLING AT 320 MIDDLE STREET.
<br />
<br /> WHEREAS, Charles and Brenda Honeycutt have made application pursuant to
<br />Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of
<br />a use permit to convert an existing non-residential structure into a two-family dwelling at
<br />320 Middle Street, Portsmouth, Virginia, as hereinafter-described; and
