222 <br /> <br />October 14~ 1975 <br /> <br />?~57.43~ r~ UConsi~e[,~tion of an ordinance closing a 10-ft. alley adjacent to Craford Place. <br /> <br /> By resolution adopted August 19, 1975, viewers were appointed and have recommended that <br />this street be closed. Closure of this street was previously recommended by the Planning <br />Commission and a copy of the viewer's report is attached for your information. The City Manag <br />recommends adoption." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Oast, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A TEN FOOT ALLEY ADJACENT TO CRAFORD PLACE (S-75-8)." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, W~ntz, Davis <br />Nays: None <br /> <br /> 75-432 "Consideration of an ordinance closing a portion of Westmoreland Avenue south <br />of Griffin Street extending to Baines Creek. <br /> <br /> By resolution adopted September 9, 1975, viewers were appointed and have recommended that <br />this street be closed. Clsoure of this street was previously recommended by the Planning <br />Commission and a copy of the viewer's report is attached for your information. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the following ordinance was adopted~ <br />an first and final reading, and by the f~lowing vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF WESTMORELAND AYENUE WHICH LIES SOUTH OF <br />GRIFFIN STREET EXTENDING TO ITS END IN BAINES CREEK (S-75-9)." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-433 "Consideration of an ordinance closing ~ portion of Race Street which~t~es ~est <br />Powhatan Avenue extending to its end at Bgines Creek. <br /> <br /> By resolution adopted September 9, 1975, viewers were appointed and have recommended <br />this street be closed. Closure of this street was previously recommended by the Planning <br />Commission and a copy of the v~ewer's report ~s attached for your information. The City <br />Manager ~ecommends adoption." <br /> <br />that <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following brdinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION O~ RACE STREET WHICH LIES WEST OF P~HATAN <br />A~NUE~ EXTENp!NG TO ITS END IN BAINES CREEK (S-?S-10)." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-434 "Consideration of an ordinance to amend the City Code, Section 31-77, relating <br />to the Portsmouth Supplemental Retirement System by providing for retirement allowances and <br />outside income. <br /> <br /> M~hmS. Joannou, <br />Items~.7~.434 and~ 75,-~¢35.. <br /> <br />Attorney, representing Retired Fireman and Policemen, spoke against <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, the matter to be deferred until next <br />meeting, was adopted by unanimous vote. <br /> <br /> 75-435 "Consideration of an ordinance <br />to the Portsmouth Fire and Police Retirement <br />outside income. <br /> <br />to amend the City Code, Section 31-162, relating <br />System by providing for retirement allowances and <br /> <br /> These amendments will permit the cost-of-living increases to be applied to the average <br />final compensation in the same ~ercentage that is applied to the basic retirement allowance. <br />In most cases, this amendment will increase the amount to be earned throug~ other employment <br />than is now permitted. A copy of the letter from the Portsmouth Retirement Board recommending <br />this amendment is attached for your information. The City Manager reconmends adoption." <br />(See Exhibit 75-434 & 435) <br /> <br /> Motion of Mr. Holley and seconded by Mr. Elliott, the matter to be deferred until next <br />meeting, was adopted by unanimous vote. <br /> <br /> 75-436 "Consideration of a resolution authorizing the eonveyance of a 7.01S acre parcel <br />between the Holiday Inn and Citizens Trust Bank Building on the east side of Crawford Parkway <br />to the Portsmouth Redevelopment and Housing Authority. <br /> <br /> Transfer of this. property to PRHA is being recommended as ~art of the overall conceDt and <br />design previously approved by the City Council. Since this land was purchase~ for development <br />or redevelopment, authorization is ~equested to transfer this property subject to restrictive <br />covenants and conditions as outlined in the deed of transfer.
