<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION ~RGING CONGRESSIONAL REENACTMENT OF THE GENERAL REVENUE SHARING.
<br />
<br /> P/I~REAS, the legislation creating the General Revenue Sharing Program of the Federal
<br />Government is due to expire within the near future; and
<br />
<br /> i~EREAS, the loss of the General Revenue Sharing Funds would severely affect the
<br />local tax base of the City of Portsmouth and require a general readjustment of the property
<br />tax structure of the City.
<br />
<br /> NOW, THEREFORE, be it.resolved by the City.Council of the City of Portsmouth, Virginia,
<br />that the United States Congressional and Senatorial Delegation from the Commonwealth
<br />of Virginia be, and they hereby are, urged to support legislation presently before the
<br />Congress for the re-enactment of the General Revenue Sharing Program.

<br /> This ordinance outlines procedures and rules for conducting meetings of all Boards
<br />and Commissions. The City Manager recommends adoption."

<br /> Motion of Mr. Oast and seconded by Mr. Early, to adopt the following ordinance:

<br /> "AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 2 OF THE CITY CODE BY ADDING A
<br /> NE~ SECTION PERTAINING TO PROCEDURES OF BOARDS AND CO~dISSIONS APPOINTED BY
<br /> THE CITY COUNCIL AND MAYOR."

<br /> Substitute motion of Mr. Elliott and seconded by Mr. Early, the.ordinance to.be refer-
<br />red back to the City Attormey, was adopted by unanimous vote.

<br /> 75-470 - "Consideratien of a resolution assur.ing the Environmental Protection Agency
<br />that the City shall revise its user charge system if disapproved; assuring that the City
<br />will maintain an industrial costs recovery system which shall require ali industrial users
<br />to pay that portion of the grant amount allocable to the treatment of wastes from such users
<br />
<br /> Federa~ r~gulations covering grants for apgrading sewage treatment plants under Public
<br />Law 92-500 requires the adoption of resolutions outlining t.he'City's intent to adopt user
<br />~harges in accorda~q~.~e~h EPA guidelines. This action is necessary in order for the~-City
<br />to be eligible for ~tep ii funding in the upgrading of the Pinners Point Sewage Treatment
<br />Plant. The City Manager recommends adoption."
