J. <br />$56,722, was adopted by unanimous <br /> <br /> 75-496 - "Consideration of an ordinance amending the City Code pertaining to bonds for <br />sign b~ners. <br /> <br /> This ordinance eliminates the requirement of insurance in favor of a bond and indemnifi- <br /> cation and save harmless agreement. Administration of insurance policies for signs has prove: <br /> to be difficult. This new procedure will adequately protect the City of Portsmouth during <br /> the existence of the sign. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to adopt the ordinance. <br /> <br /> Substitu:e motion of Mr. Elliott and seconded by Mr. Holley, the matter to be deferred <br />to next meeting, was adopted by unanimous vote. <br /> <br /> 75-498 - "Consideration of an ordinance on.first reading to appropriate $16,000 from <br />the Capital Improvement Fund for emergency repairs to publicLbuildings. <br /> <br /> The 1975-76 Capital Improvement Fund included a $150,000 contingency for emergency <br />repairs to City-owned property and buildings. This appropriation will bring the total <br />approprlated to date from the Contingency Fund to $0,000. $54,000 has previously been <br />appropriated for roof repairs at 420 High Street, and the additional funds will be used to <br />repair the ro?f at the Neighborhood Facility on Elm Avenue. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $16,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />EMERGENCY REPAIRS OF A PUBLIC BUILDING." <br /> <br /> 75-497 "Section 20=~03 of the City Code establishes the tax for manufacturer's sales <br />agent. Under this section of the Code this particular professional occupation has the same <br />type of tax applied as is true for all other professional occupations based on gross receipts <br /> <br /> The present rate for professional occupationsbusiness license is $S0 on the first $S,000 <br />and 70¢ for each additional $100. Each of the three neighboring cities, Norfolk, Virginia <br />Beach and Chesapeake, charge a gross receipt tax for manufacturer's sales agent which is <br />identical in application and similar in structure. <br /> <br /> Based on the above, I believe the City of Portsmouth is consistent in <br />for professional occupation and with theother cities located in our area; <br />do not recommend any changes te the current ordinance." <br /> <br />its taxes assessed <br />therefore, I <br /> <br /> Motion of Mr. Oast and seconded by Mr. Holley, <br />ceipts tax for manufacturer's sale representatives, <br />ed by unanimous vote. <br /> <br />the City Manager's report on gross re- <br />to be received as information, was adopt- <br /> <br /> 75-446 - "A request for a taxicab rate increase was presented.to City Council on October <br />14, 1975, by Attorney Richard Young. Mr. Young represented Airline Cab Service, Kelly's <br />Cab Service and Safeway Cab Service. Rates in surrounding cities have been obtained and <br />discussions held between the Assistant City Managers in the four cities relative to a standar <br />fare structure for the area. <br /> <br /> At present Norfolk and Portsmouth cabs charge the same rates (80¢ for the first 1/S <br />mile and 10¢ for each additional 1/S mile). Chesapeake and Virginia Beach rates are the <br />same at 60¢ for the first 1/7 mile and 10~ for each additional 1/7 mile. The cost for the <br />first mile is the same in all four cities ($1.20). <br /> <br /> The above listed cab owners' request is for rates to apply on a basis of 1/7 mile rather <br />than as present on a basis of 1/5 mile. This would place the fare in Portsmouth higher <br />than any. other city in the area. Norfolk has also received requests for an increase and <br />has initiated a study of the matter which should be completed in December. <br /> <br /> <br />
