The Housing Authority <br />and the City have each attempted on numerous occasions to negotiate a settlement and a <br />fair market price for the property. All negotiations have failed. The City Manager reco~ends adoption." <br /> Motion of Mr. Holley and seconded by Mr. Elliott, that the resolution be adopted. <br /> Substitute motion of Mr. Elliott and seconded by Mr. Holley, that the resolution be <br /> changed to read "James E. Odell and Fred F.
