November 11~ 1975 <br /> <br />- - 4.89 ~ Cons~d~erat~on of a resolution authorizing the City Man.ager to sign an agreemen <br />whereby the uity o.f ~ortsmouth agrees to maintain the West Norfolk Br <br />Western Freeway which will be constructed under rovisions ~d__g~e as part of the P of the F~u=xax Highway Act. <br /> This resolution approves the plans as designed and submittedk~by the Virginia Department <br />of Highways and Transportation. Also, this resolution commits the City to 15% of the total <br />construction cost and right-of-way for the two phases of construction. The City's share of <br />Phase I is $1,595,000 of a total estimated cost of $9,267,000. These funds have been al- <br />located in the Capital Improvement Budget for 1975-76 through 1977-78 The City Manager re~ <br />commends adoption. ~ · <br /> <br /> Consideration of a motion to authorize the City Manager to execute an agreement to main- <br />tain the highways improved and/or constructed under the Federal Highway Act, as amended." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION ENDORSING THE AWARD OF A CONTRACT FOR THE CONSTRHCTION OF THE <br /> WEST NORFOLK BRIDGE TO THE LOW BIDDER OF SUCH PROJECT AND AUTHORIZING TH~ <br /> CITY ~NAGEK AND CITY ATTORNEY TO SIGN AN AGREEMENT TO MAINTAIN HIGHWAYS <br /> IMPROVED UNDER THE PROVISIONS OF THE FEDERAL HIGHWAY ACT AND TO PAY CITY'S <br /> SHARE OF CONSTRUCTION COSTS. <br /> <br /> WHEREAS, the Department of Highways and Transportation of the Commonwealth of <br />Virginia has received bids on the proposed new West Norfolk Bridge; and <br /> <br /> WHEREAS, the low bidder was.T.A. Loving Company, Goldsboro, North Carolina. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Council endorses the award of a contract for the construction of the proposed <br />new West Norfolk Bridge to the low bidder of such project, T. A. Loving Company, Goldsboro, <br />North Carolina, and authorizes the City Manager and the City Attorney to sign an agreement <br />to maintain highways improved under provisions of the Federal Highway Act and to pay <br />the City's share of construction costs." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast Wentz, Davis <br />Nays: None ' <br /> <br /> Motion of Mr. Early and seconded by Mr. ~entz, that the City Manager be authorized to <br />execute agreement, was adopted by ~nanimous vote. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to refer to our legislators the <br />matter of maint~nanc~ mileage on bridges in comparsion with maintenance mileage with the <br />State on streets, was adopted unanimously. <br /> <br /> 75-499 "Consideration of a resolution requesting consideration of the City of Po~ts- <br />mouth for continuation funding under the High Intensity Target (HIT) Program from January <br />1, 1976 through June 30, 1976. <br /> <br /> Certain jurisdictionsshave been advised that a selection from the 8 eligible cities <br />will be made for continuation funding for an additional 6 months. This resolution requests <br />that Portsmouth be given consideration based on its performance outlined in the consultant's <br />report. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GOVERNOR OF THE COMMONWEALTH OF VIRGINIA TO FUND <br />THE HIGH INCIDENT TARGET PROGRAM IN THE CITY OF PORTSMOUTH FROM JANUARY 1 <br />1976 THROUGH JUNE 50, 1976. ' <br /> <br /> WHEREAS, the Crime Omnibus and Safety Streets Act of 1968 as amended, provides funds <br />to assist political subdivisions of the various states of the nation in improving their <br />respective Criminal Justice Systems; and <br /> <br /> WHEREAS, the Governor of the Commonwealth of Virginia appointed and designated the <br />Virginia Council of Criminal Justice as the instrument charged with the allocation of <br />the subject funds to improve the Criminal Justice Systems of the political subdivisions <br />throughout the Commonwealth of Virginia; and <br /> <br /> WHEREAS, the Council of Criminal Justice initially endorsed and approved the High <br />Incident Target Program for eight Phase II communities in the Commonwealth; and <br /> <br /> WHEREAS, the City of Portsmouth was one of the selected communities for inclusion <br />in the High Incident Target Program; and <br /> <br /> WHEREAS, the City of Portsmouth has performed in an exemplary manner during the <br />Phase II High Incident Target Program, as documented by the independent evaluator, Arthur <br />Young and Company, retained by the Council of Crininal Justice; and <br /> <br /> WHEREAS, the Council of Criminal Justice concludes that the High Incident Target <br />projects would be terminated December $1, 1975, whether deemed successful or not, in <br />favor of an Interim Construction Grant for the Department Of Corrections. <br /> <br /> <br />
