2z 4 <br /> <br />November 11, 1975 <br /> <br /> MS. <br />and also <br /> <br /> Motion of Mr. Blliott and seconded by Mr. Holley <br />table, was adopted by unanimous vote. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, <br />November 25, 1975, was adopted by unanimous vote. <br /> <br />Madeline LeCompte, 120 Culpepper Road, spoke regarding further delay of this matter <br />sp.ecific, concern, of'.dirt removal project-Sugar Hill. <br /> that the ordinance be taken from the <br /> <br />the matter be deferred to meeiigg of <br /> <br /> The following reports from the City Manager were presented: <br /> 75-484 "Consideration of an ordinance on first reading to appropriate $226,100 from <br />the Sederal Revenue Sharing Trust Fund in the category of Capital Improvements -- Curb, <br />Gutters and Drainage. <br /> This apprpriation will provide the necessary monies to the Capital ~mprovement Fund for <br />curb, gutters and drainage on Pennock Street and the Master Drainage Plan for the City as it <br />existed prior to 1960. The two proiects have been previously appropriated in the Capital <br />Improvement Fund and this appropriation is required to provide the necessary revenue sharing <br />funds in accordance with the Planned Use Report for Entitlement V. The City Manager recom- <br /> <br />the following ordinance was approved <br /> <br />mends adoption on first reading." <br /> <br /> On motion of Mr. Bar~y and seccnded by Mr. <br />on first reading, and by unanimous vote: <br /> <br />Holley, <br /> <br /> "AN ORDINANCE TO APPROPRIATE $226,100 FROM THE GENERAL REVENUE SHARING TRUST FUND <br /> TO THE GENERAL FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS, CURB, GUTTER AND DRAINAGE." <br /> 75-485 - "Consideration of an ordinance on first reading to apprppriate $18,981 from <br />the Revenue Sharing Trust Fund for General and Multi-Purpose Equipment. <br /> This appropriation is fundeR f~om ih~rest earned on revenue sharing investments since <br />July 1, 1976. The list of equipment authorized to be purchased from this appropriation is <br />attached for your information. By amending this section, new con- <br />struction on vacant property will be required to pay the normal connection fee, but the $250 <br />penalty that goes into effect after 90 days will be deleted. The City Manager recommends <br />adoption." <br /> <br /> O~motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> AMENDING SECTION 38-82 THEREAOF PERTAINING TO SEWER LINE CONNECTION FEES." <br /> <br />Ayes: Barnes, E~rly, Blliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-488 "Consideration of an ordinance to appropriate $100,000 from the C~apital Improve <br />ment Fund for architectural and engineering fees to be~in preliminary design of the news <br />Municipal Building. <br /> <br /> The funds for <br />$t00,000 allocated <br />adoption." <br /> <br />this appropriation are in the S-Year Capital Improvement Program with <br />for fiscal 1975-76 for preliminary design.
