November <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adp~4. <br />on first and final reading, and by the following vote: <br /> <br />'~N ORDINANCE GRANTING CITY EMPLOYEES AN ADDITIONAL IDLIDAY ON DECEMBER 26, <br />1975." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> ~5-519 "Consideration of a resolution endorsing the construction of 1.S miles of <br />Interstate 264 between downtown Portsmouth and downtown Norfolk and completion of 5 miles <br />of Interstate 664 from the James River to U.S. 17. <br /> <br /> This resolution requests that the interstate mileage that was earmarked for 1-66 in <br />northern Virginia be reallocated to the Tidewater area to complete the gap in 1-264 and add <br />the additional miles necessary to 1-664 for the Third Crossing to the Peninsula, The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted, <br />and by the followimg~ot~: <br /> <br />"A RESOLUTION ENDORSING THE CONSTRUCTION OF 1.5 MILES OF INTERSTATE 264 <br />BETWBBN PORTSMOUTH AND NORFOLK AND COMPLETION OF 5 MILES OF INTERSTATE 664 <br />FROM THE JAMES RIVER TO U. S. HIGHWAY 17. <br /> <br /> WHEREAS, the United States Secretary of Transportation has withdra~m recognition of a 9.~ <br />mile segment of Interstate 66 in Northern Virginia; and <br /> <br /> WHEREAS, reallocation of said milage shall be made to other eligible segments of the <br />Interstate system within the State of Virginia; and <br /> <br /> WHEREAS, it has been determined that <br />and Norfolk and S miles of Interstate 664 <br />for such reallocation; and <br /> <br />the 1.5 miles of Interstate 264 between Portsmouth <br />from the James River to U. S. Highway 17 are eligibl <br /> <br /> WHEREAS, it is recognized that completion of the crossings of navigable waterways in <br />the Tidewater Area by Interstate Highways is essential to the continued development of the <br />regional transportation system. <br /> <br /> NOW, Tk~REFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Interstate 66 milage be reallocated to the construction of 1.5 miles of Interstate 264 be- <br />tween Portsmouth and Norfolk and completion of 5 miles of Interstate 664 from the James River <br />to U. S. Highway 17 is hereby endorsed. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to forward certified copi <br />of this resolution to the Honorable Mills E. Godwin, Governor of Virginia and Senator Willard <br />J. Moody, Chairman of the Virginia Commission on Vehicular Crossing of the Elizabeth River." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-S20 "Consideration of a motion authorizing the City Assessor to refund $94.25 <br />plus interest for property on Bobby Jones Drive, Map 605, Parcel 60. <br /> <br /> Through an error in computing square footage of subject property, an erroneous assess- <br />ment was made. This refund is for 1974-7S and the first quarter of 197S-76. The City <br />Manager recommends a refund." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, that authorization be granted for <br />refund, plus interest, to Robert A. ~ Betty M. Greet, 107 Bobby Jones Drive, in the amoun~ <br />of $94.25, was adopted by unanimous vote. <br /> <br />75-481 - Report on closing of South Street Softball Field: <br /> <br /> "Certain residents of South Street recently petitioned the Council concerning the closin <br />of a softball field located on South Street. I was requested to investigate this request <br />and report back to the Council. This matter has been discussed by some of the residents of <br />the area with the Director of Parks and Recreation who has also discussed the matter with <br />the Parks and Recreation Commission. <br /> <br /> Following these discussions the following action has been taken at this softball field: <br />a gate and no trespassing after dark sign has been erected at the entrance to the field, <br />a lock has been placed on the gate and also on the panel which controls the electric field <br />lights, and no parking signs have been placed on the side of the street adjoining dwellings. <br />The Recreation Director plans to take the following actions within the next few months: <br />a dumpster will be placed on the field in March to handle all trash; the softball field locat <br />will be placed on the regular schedule of the ranger assigned to City Park and he will be <br />present at the start of the season to handle traffic and/or crowd problems; and improvements <br />will be made to the parking area beyond the left field fence which will accomodate fifteen <br />cars. This space has not been used prior to this time. <br /> <br /> It is the feeling of the Recreation staff that the above actions will satisfy complaints <br />from the comamunity with the exception of game noise and lights. The field is currently used <br />by twelve women's softball teams consisting of almost two hundred persons and a number of <br /> <br />es <br /> <br />Dns <br /> <br /> <br />
